Lucknow: The Deoria district administration has rejected allegations of harassment and mistreatment against former IPS officer Amitabh Thakur during his detention at Deoria District Jail, according to an inquiry report sent to the state government.
The report, submitted following a complaint by Thakur’s wife Nutun Thakur, states that precautionary security measures were taken when Amitabh Thakur was produced before the Deoria court on December 10, 2025, amid a large gathering and concerns over law and order.
The administration has said its inquiry did not confirm allegations of police misconduct. It advised Nutun Thakur to approach the investigating officer for any relief related to the matter.
Amitabh Thakur, a 1992-batch Uttar Pradesh-cadre former IPS officer, was taken into custody from Shahjahanpur railway station and brought to Deoria.
Administration Says Security Measures Were Preventive
According to the inquiry report, a large crowd had gathered at the Deoria court when Amitabh Thakur was produced there on December 10, 2025.
The administration said the situation created a potential security and law-and-order concern. It maintained that only necessary precautionary measures were taken during the court appearance.
The inquiry reportedly found no confirmation of the allegations that police personnel had misbehaved with or harassed the former IPS officer.
The administration subsequently sent its detailed findings to the state government and advised Nutun Thakur to contact the investigating officer regarding any relief sought in connection with the case.
The findings represent the administration’s version of events; the related criminal investigation remains underway.
Nutun Thakur Submits 169 Pages of Documents
Meanwhile, Nutun Thakur has continued to pursue the matter through the ongoing investigation.
On August 16, 2026, she submitted around 169 pages of documents to the investigating officer, Inspector Sobran Singh.
The documents relate to complaints and applications allegedly filed by complainant Sanjay Sharma and his wife since 2017–18.
Nutun Thakur has requested an impartial examination of the records and has claimed that the couple submitted more than 3,800 complaints over the years.
She has sought verification of these claims through the original IGRS records, arguing that the underlying records should be examined to establish the actual number and nature of the complaints.
Dispute Linked to Industrial Plot Allotted in 1999
Another important part of Nutun Thakur’s submission concerns an industrial plot allotted in 1999.
In her application, she referred to a three-member inquiry committee headed by the Chief Revenue Officer (CRO). According to her submission, the committee’s report dated January 19, 2020 did not find evidence of financial or other irregularities and instead identified clerical errors.
She also referred to an order passed by the Chief Judicial Magistrate, Lucknow, on May 19, 2019, rejecting an application filed under Section 156(3) of the Code of Criminal Procedure.
These documents have been presented by Nutun Thakur as part of her request for a comprehensive and impartial examination of the circumstances surrounding the case.
Case Registered in Lucknow in September 2025
The wider dispute originates from a complaint filed by Sanjay Sharma.
On September 12, 2025, an FIR was registered at Talkatora police station in Lucknow against Nutun Thakur, Amitabh Thakur and others.
The case includes allegations relating to cheating and preparation of forged documents, among other serious provisions.
The matter later developed a connection with Deoria, following which a case was also registered at Sadar Kotwali in Deoria.
However, considering the sensitivity of the matter, the investigation has now been assigned to the Lucknow Special Investigation Team (SIT).
SIT Investigation Continues
While the Deoria administration has rejected the allegations concerning Amitabh Thakur’s alleged mistreatment during his court appearance, the wider criminal case remains under investigation.
The 169-page submission made by Nutun Thakur is now part of the material placed before the investigating officer. Her request includes verification of the large number of complaints she has cited, examination of original IGRS records and scrutiny of the documents connected with the industrial plot dispute.
The SIT’s investigation will determine how the allegations and documentary material are examined in the wider case.
Former IPS Officer’s Legal Disputes Continue
Amitabh Thakur has remained involved in several legal and administrative matters following his retirement. A June 2026 Supreme Court order records that he was compulsorily retired by Presidential orders dated March 17, 2019, and also notes that multiple departmental inquiries concerning him remained pending at that time.
In another August 2026 Central Information Commission matter, official records describe him as a retired IPS officer of the 1992 Uttar Pradesh cadre.
The latest Deoria controversy therefore involves two distinct aspects: the administration’s inquiry into the alleged mistreatment during his court production, and the separate criminal investigation arising from the complaint filed in Lucknow.
For now, the Deoria administration has rejected the harassment allegations, while the Lucknow SIT continues to examine the underlying case and the documents submitted during the investigation.
