Itanagar/Guwahati: The Government of Arunachal Pradesh has carried out a significant bureaucratic reshuffle, transferring several senior IAS and IRS officers and assigning new responsibilities across key departments, according to an order issued by the Department of Personnel on May 9.
The reshuffle, cleared by Chief Secretary Manish Kumar Gupta, a 1991-batch IAS officer of the AGMUT cadre, aims to streamline governance and strengthen administrative efficiency across sectors including planning, education, health, and infrastructure.
Sonam Chombay Gets Additional Charge of Commissioner (Planning)
2003 batch IRS officer Sonam Chombay has been given additional responsibility as Commissioner (Planning), in addition to his existing duties.

He will now handle:
- Power (Electrical)
- Land Management
- Commissioner to Chief Minister
- Commissioner for Hydropower
He has been relieved of the charge of the Geology and Mining Department, which has now been reassigned.
A.K. Singh Assigned Geology and Mining Portfolio
Senior official A.K. Singh has been given additional charge of the Geology and Mining Department.
The move is part of a broader administrative restructuring aimed at distributing departmental responsibilities more effectively.
Amjad Tak Gets Education and PHE Responsibilities
2005 batch IAS officer Amjad Tak, currently serving as Resident Commissioner and Divisional Commissioner (Central), has been assigned additional charge of:
- Education Department
- Public Health Engineering (PHE)
He will continue to hold his existing responsibilities alongside the new assignments.
Duly Kamduk Shifted to Rural Works Department
2013 batch IAS officer Duly Kamduk, who previously handled Education and SPD (ISSE), has been relieved of the Education portfolio.
He has now been posted to the Rural Works Department (RWD), where he will focus on infrastructure development and rural connectivity initiatives.
Karma Leki Assigned Protocol and Administrative Duties
Secretary Karma Leki, currently serving in the Department of Karmik and Administrative Affairs (DoKAA), has been given additional responsibility for:
- Protocol
- SA/GA/DA divisions
The changes will come into effect after the superannuation of Shri Komkar Dulom on May 31, 2026.
Vivek HP Posted to Health Department
Another IAS officer, Vivek HP, who is currently serving as Officer on Special Duty (OSD) to the Chief Secretary, has been transferred to the Health Department.
He will support ongoing administrative strengthening in the state’s healthcare system.
Reshuffle Aimed at Administrative Efficiency
Officials said the reshuffle reflects the government’s effort to improve coordination, efficiency, and governance outcomes across departments.
The order has been circulated to all concerned departments for immediate implementation.
