Mumbai: In a significant administrative development that has triggered criticism within bureaucratic circles, the Maharashtra government on Wednesday kept in abeyance the transfer of senior IAS officer Dr. Ashwini Joshi from the Brihanmumbai Municipal Corporation (BMC) to the Mumbai Metropolitan Region Development Authority (MMRDA) barely a day after issuing the order.
The government also suspended the appointment of IAS officer Prajakta Lavangare Verma, who had been named as Additional Municipal Commissioner in BMC in place of Joshi. As a result, Dr. Joshi will continue in her existing role at the civic body, while Verma has been placed in a waiting position without any fresh assignment.
The sudden reversal has been viewed by many as an embarrassing setback for the state administration, particularly because the transfer orders involved two of Maharashtra’s most important public institutions—the BMC and MMRDA.
Why Was Ashwini Joshi’s Transfer Stayed?
According to officials, Dr. Ashwini Joshi was overseeing work related to the ongoing Special Intensive Revision (SIR) of electoral rolls. Since such assignments fall under the purview of election-related activities, prior approval from the Election Commission was required before effecting her transfer.
Officials indicated that the necessary clearance had not been obtained before the transfer order was issued.
In an official communication issued by the state government, Dr. Joshi was informed, “Your transfer orders are being kept in abeyance till further orders. Therefore, you will continue to work in your current capacity.”
The development effectively nullified the earlier order that had transferred her as Additional Metropolitan Commissioner in MMRDA.
Prajakta Verma Left Without New Assignment
The reversal also impacted IAS officer Prajakta Lavangare Verma (2001 batch), who had recently been appointed as Additional Municipal Commissioner in BMC following her return from Central deputation.
With Dr. Joshi’s transfer suspended, Verma’s appointment has also been put on hold. Officials confirmed that she has not yet been assigned an alternative posting and will remain awaiting further orders from the government.
Bureaucratic Circles Call It a Major Administrative Embarrassment
A senior bureaucrat described the development as a significant embarrassment for the state government, pointing to apparent lapses in administrative scrutiny before the transfer orders were issued.
According to the officer, proper verification should have been completed before the orders were finalized, especially when election-related responsibilities were involved.
The bureaucrat noted that if consultation with the Election Commission was necessary, it should have taken place prior to issuing the transfer notification.
The official further observed that the reversal reflects poorly on both the General Administration Department (GAD) and the Chief Minister’s Office (CMO), as transfer orders involving senior IAS officers in critical institutions such as BMC and MMRDA are generally expected to undergo extensive vetting.
Ashwini Joshi Continues to Handle Key BMC Departments
Dr. Ashwini Joshi, a 2006-batch IAS officer, remains one of the most influential officers in the Brihanmumbai Municipal Corporation.
On Wednesday, she continued to function normally in her role and attended official civic engagements during the day.
Apart from overseeing the Special Intensive Revision of electoral rolls, Joshi currently supervises several crucial departments, including:
- Property Tax Department
- General Administration
- Fire Brigade Services
- Solid Waste Management
- Election-related administrative functions
She had also played a significant role in managing the municipal elections conducted in January 2026.
Given the importance of these responsibilities, officials believe continuity in leadership may have influenced the decision to halt the transfer.
Impact on MMRDA
The reversal has also created a vacancy at the MMRDA, which was expecting Dr. Joshi to take charge as Additional Metropolitan Commissioner.
A senior official pointed out that the infrastructure agency will now continue without a full-time officer in that position until the government issues fresh orders or appoints another officer.
The situation comes amid a broader administrative reshuffle announced earlier this week.
Part of Larger Maharashtra Bureaucratic Reshuffle
The now-stayed transfer was part of a larger reshuffle involving several senior IAS officers.
Under the original orders:
- Ashwini Mudgal was appointed Vice Chairman and Managing Director of CIDCO.
- Vijay Singhal was appointed Chief Executive Officer and Officer on Special Duty for the Dharavi Redevelopment Project (DRP).
- Dr. Ashwini Joshi was transferred from BMC to MMRDA.
- Prajakta Lavangare Verma was appointed Additional Municipal Commissioner, BMC.
However, only the Joshi-Verma changes have now been suspended.
Focus on Election-Related Administrative Compliance
The episode highlights the increasing importance of procedural compliance when transferring officers involved in election-related duties.
Election laws and administrative guidelines generally require prior approval from the Election Commission before shifting officers who are directly associated with electoral processes or revision of voter rolls.
With the Special Intensive Revision exercise underway, the state government appears to have opted for continuity by retaining Dr. Joshi in her existing position until further directions are received.
The development has become one of the most discussed bureaucratic issues in Maharashtra, with administrative observers viewing it as a rare instance where a high-profile IAS transfer order was reversed almost immediately after being issued.
