Dhanbad: Bharat Coking Coal Limited (BCCL) held a two-day coordination meeting at Koyla Bhawan headquarters on September 4 and 5 to review operational activities, production progress, financial performance and progress towards targets under the Annual Action Plan (AAP).
The meeting was chaired by BCCL CMD Manoj Kumar Agarwal, with senior officials reviewing production, dispatch, transportation, overburden removal (OBR), washery utilization, safety, coal quality, security and cost optimization.
BCCL Reviews Production and Financial Performance
The first day of the meeting, held on September 4, began with a review of decisions taken during the previous coordination meeting and the progress made in implementing them.
Representatives from all BCCL regions presented their performance against AAP targets through PowerPoint presentations. The presentations covered:
- Coal production and dispatch
- Transportation performance
- Overburden removal (OBR)
- Targets versus achievements
- Washery feed and performance
- Monthly and cumulative regional profits
- Profitability trends over the past three years
The CMD directed all areas to increase coal dispatch, OBR and transportation capacity while ensuring optimum utilization of departmental resources and rationalization of operational costs.

Focus on Coal Quality and Washery Utilization
CMD Manoj Kumar Agarwal directed officials to increase coal feed, washed coal production and dispatch by making maximum use of the available washery capacity.
He emphasized that quality coal supply remains a priority for BCCL and that there would be no compromise on coal quality.
The meeting also reviewed:
- New and upcoming mining patches
- Monsoon operations
- Washery performance
- Coal quality
- Contract and hired patches
- Operational cost optimization
Officials were directed to regularly monitor contract and hired patches in accordance with the prescribed action plan.
Monsoon Preparedness and Safety Discussed
The CMD directed officials to make effective arrangements to deal with waterlogging and other operational challenges during the monsoon season.
He stressed that production and dispatch should remain uninterrupted while maintaining strict adherence to safety standards.
The meeting underlined the need for timely identification of operational bottlenecks and coordinated action to maintain production and dispatch performance during challenging weather conditions.
Security and Coal Conservation Get Special Attention
Security and coal conservation were also reviewed during the meeting.
CMD Agarwal noted that coordinated efforts by BCCL and CISF have helped curb coal theft and illegal mining in recent months. He directed officials to maintain the momentum and ensure effective implementation of the Central Government’s “Zero Coal Leakage Tolerance Policy.”
The meeting also discussed:
- Training of BCCL security guards through CISF
- Strengthening mine monitoring
- Use of the Integrated Command and Control Centre (ICCC)
- Technology-based surveillance systems
- Measures to prevent coal leakage and illegal mining
Cost Optimization and Manpower Rationalization
Director (Finance)/Director-in-Charge (Human Resources) Rajesh Kumar emphasized cost optimization and manpower rationalization to improve profitability.
He called for efficient utilization of available human and other resources and stressed that all areas should prioritize:
- Quality coal production
- Washed coal production
- Coal dispatch
- Maximum possible feed to washeries
- Efficient resource utilization
Day Two Focuses on Transportation and Machinery
The second day of the meeting, held on September 5, focused on transportation capacity, machinery utilization, HEMM availability and washery operations.
A detailed review was conducted of plans to enhance transportation capacity across BCCL’s areas. The CMD directed officials to increase dispatch within the stipulated timeframe by making necessary improvements in transportation infrastructure and capacity.
The meeting reviewed vehicle mobility, capacity utilization, availability of Heavy Earth Moving Machinery (HEMM) and effective deployment of machinery.
After reviewing departmental machinery and HEMM availability and utilization, Agarwal directed officials to ensure their optimum utilization, improve mobility and coordinate resource deployment according to production requirements.
Daily Production Planning and Dispatch Reviewed
The CMD reviewed day-wise coal production plans of all areas and directed officials to ensure effective and timely implementation of daily production programmes.
He emphasized better coordination between production, transportation and dispatch and called for potential bottlenecks to be identified and resolved promptly.
Operational challenges faced by different areas and the support required to achieve assigned targets were also discussed in detail.
BCCL Directed to Maximize Coal Dispatch to Power Plants
Washery performance and operational plans were reviewed on the second day, with special attention given to preventing potential grade slippage, better management of available coal and increasing feed to washeries.
The CMD directed officials to maximize available washery capacity and increase washed coal production and dispatch.
Considering the demand from the power sector, he also directed BCCL to maximize coal dispatch to power plants.
Optimal Resource Utilization Key to Meeting Targets
CMD Manoj Kumar Agarwal emphasized that increasing production alone would not be sufficient to meet BCCL’s operational goals. The company must simultaneously strengthen transportation capacity, machinery and HEMM utilization, washery operations and dispatch systems.
He highlighted the importance of:
- Optimal utilization of available resources
- Operational and cost efficiency
- Continuous improvement in coal quality
- Timely execution of planned activities
- Strong coordination among operational teams
- Safe and responsible working practices
Agarwal also reiterated the importance of security and called for production and dispatch targets to be achieved through teamwork, coordination and concerted efforts.
He stressed the need to increase domestic availability of coal by raising the production of washed and quality coal, thereby helping reduce dependence on coal imports.
The CMD said that a safe work culture, efficient resource utilization, operational and cost efficiency, quality production and timely execution of projects are essential for BCCL’s continued growth and its contribution to meeting the country’s energy requirements.
Senior Officials Attend BCCL Coordination Meeting
The two-day meeting was attended by senior officials, including Director (Technical/Operations) Sanjay Kumar Singh, Director (Finance/HR) Rajesh Kumar, DIG CISF Rajiv Mishra and Security Advisor Vipul Shukla.
Regional General Managers, General Managers and Heads of Departments from Koyla Bhawan headquarters, along with other senior officials, also participated in the meeting.
