Gandhinagar: In a major administrative recruitment milestone, Chief Minister Mr. Bhupendra Patel distributed appointment letters to more than 2,300 newly appointed Revenue Talatis at a grand ceremony held in Gandhinagar. The event also marked the launch of several new digital initiatives aimed at transforming revenue services across the state.
The Chief Minister also inaugurated new revenue offices and introduced technology-driven systems designed to make at least 21 revenue services faster, more transparent, and citizen-friendly.
CM Calls Revenue Talatis Backbone of Revenue Administration
Addressing the newly appointed officials, Chief Minister Bhupendra Patel described Revenue Talatis as the “backbone of the revenue administration” and a crucial link in village-level governance.
He urged them to resolve villagers’ issues and grievances at the local level with dedication and efficiency, stating that:
“Helping people in distress with ease and efficiency is equivalent to receiving the blessings of God.”
He emphasized that Talatis must work in a systematic and organized manner so that no administrative or procedural issues arise in the future.

Focus on Citizen-Centric Governance and Responsibility
The Chief Minister highlighted that citizens expect quick and smooth resolution of their work when they approach government offices. He advised the newly appointed Talatis to always place themselves in the citizens’ position while performing duties.
He further stated that their work should:
- Bring pride to their families and society
- Strengthen public trust in governance
- Support the vision of Viksit Gujarat and Viksit Bharat 2047
He extended his best wishes to the recruits, encouraging them to contribute meaningfully to nation-building.
Major Digital Initiatives Launched in Revenue Department
On the occasion, the Chief Minister launched key digital governance reforms aimed at improving transparency and efficiency in revenue administration.
QR Code-Based REVA: Revenue Voice and Assistance System
A new QR code-based feedback system named REVA (Revenue Voice and Assistance) was introduced across revenue offices, including:
- Collector Offices
- Prant Offices
- Sub-Registrar Offices
- DILR Offices
- Mamlatdar Offices
Citizens can now scan QR codes to submit feedback about:
- Quality of services
- Behaviour of staff
- Overall experience in revenue offices
The system is expected to improve accountability and service delivery standards.
IRCMS E-Filing System for Revenue Court Cases
The Integrated Revenue Court Case Management System (IRCMS) has been upgraded with a new e-filing facility.
Key features include:
- Online filing of revenue cases from home
- Real-time tracking of case status
- Digital access to final orders after case disposal
Earlier, cases were filed manually, but the new system aims to ensure uniformity, speed, and transparency across all revenue offices in the state.
MoU Signed for Georeferencing City Survey Maps
An important Memorandum of Understanding (MoU) was signed with the Survey of India for the georeferencing of city survey maps.
The agreement was signed between:
- Settlement Commissioner Ms. Adra Agrawal
- Additional Surveyor General of India Mr. M.C. Gaur
This initiative is expected to improve accuracy in land records and urban planning.
Ministers and Senior Officials Highlight Administrative Importance
Revenue Minister on Transparent Recruitment
Minister of State for Revenue Mr. Sanjaysinh Mahida said the transparent recruitment process marked a new beginning for the newly appointed Talatis. He noted that filling vacant posts will improve administrative capacity and strengthen service delivery in rural areas.
He also highlighted that the Revenue Talati is often the first point of contact for citizens, farmers, and economically weaker sections, making their role highly sensitive and impactful.
Chief Secretary on Importance of Land Administration
Chief Secretary Mr. M.K. Das congratulated the newly appointed Talatis and emphasized that their selection was purely merit-based, without any favoritism.
He stated that:
- Land administration is central to governance
- No development is possible without land
- Talatis must ensure 100% accurate village land records
- Illegal encroachments on government land, grazing land, and water bodies must be strictly monitored
Revenue Department Leadership on Role of Talatis
Additional Chief Secretary (Revenue) Dr. Jayanti Ravi stated that the recruitment of 2,389 Revenue Talati posts was successfully completed due to the Chief Minister’s continuous efforts.
She added that a structured job chart has been finalized for Talatis, making their responsibilities clearer and more efficient.
She noted that Talatis are the face of government in villages and handle:
- Land record management
- Election-related duties
- Census operations
She expressed confidence that the newly appointed officials would serve with honesty and dedication.

Senior officials from the Revenue Department, district collectors, and newly appointed Talatis from all districts also participated, with many joining virtually from across the state.
