Patna: The Bihar government is reviewing the draft Bihar Building Bye-Laws 2026 to simplify building regulations, speed up approvals and make urban development more efficient.
A high-level Group of Ministers meeting, chaired by Deputy Chief Minister Vijay Kumar Choudhary, was held at Sinchai Bhawan to discuss the proposed provisions.
Focus on Simpler Building Regulations
The draft seeks to make regulatory procedures more transparent and flexible while supporting planned and sustainable urban growth.
Deputy Chief Minister Vijay Kumar Choudhary thanked ministers, officials and other stakeholders for their suggestions, saying their inputs would help make the proposed bye-laws more effective and public-friendly.

New Rules Could Boost Construction and Investment
Urban Development and Housing Minister Nitish Mishra said the draft focuses on transparency, faster processes and sustainable development.
He said simpler rules could encourage construction and investment, while supporting better infrastructure, economic activity and employment in Bihar’s cities.
Industry Stakeholders Join Discussions
Principal Secretary of the Urban Development and Housing Department Vinay Kumar presented the key provisions of the draft and explained measures proposed to simplify approval procedures.
Officials from BUDCO and Patna Municipal Corporation, along with representatives of CREDAI Bihar, Bihar Industries Association, Builders Association, Bihar Chamber of Commerce and Industries and flat owners, attended the meeting.
The proposed framework is aimed at creating a more efficient and transparent building approval system while supporting Bihar’s long-term urban development.
