Patna: In a significant administrative reshuffle, the Bihar government led by Samrat Chaudhary has transferred several senior IAS officers, signalling a continued effort to streamline governance and strengthen administrative efficiency.
The move comes amid an ongoing strike by revenue officials and is seen as a decisive step to restore normal functioning in key departments.
C.K. Anil Moved to Planning Board
Senior IAS officer C.K. Anil (1991 batch), who was serving as Principal Secretary, Revenue and Land Reforms Department, has been removed from his post and appointed as Advisor to the Bihar State Planning Board.
The decision is being viewed as a strategic shift at a time when the department is facing operational challenges.
Jay Singh Gets Full Charge of Revenue Department
Jay Singh (2007 batch), currently serving as Secretary in the same department, has been given full charge of the Revenue and Land Reforms Department with immediate effect.
He will also continue to hold additional charge of the Finance Department, thereby handling two critical portfolios simultaneously.
The government has expressed confidence that Jay Singh will help:
- Resolve the ongoing strike
- Expedite disposal of pending land-related cases
- Restore administrative efficiency
Series of Key Transfers Across Departments
The reshuffle is part of a broader administrative overhaul over the past few days:
- Robert L. Chongthu appointed Principal Secretary, Minority Welfare Department
- Gopal Meena made Secretary to the Governor
- Md. Sohail appointed Secretary, General Administration Department
- Shailendra Kumar posted as District Magistrate, Lakhisarai
- Chandrashekhar Singh appointed Secretary, Information and Public Relations Department (IPRD)
Chandrashekhar Singh already holds multiple key roles, including responsibilities in the Chief Minister’s Secretariat, Disaster Management Department, and serves as Chairman of Bihar State Bridge Construction Corporation. He has also been given additional charge of the Social Welfare Department, Parliamentary Affairs Department, and Bihar Vikas Mission.
Officers Sent on Central Deputation
The state has also relieved several officers for central assignments:
- Anupam Kumar appointed Joint Secretary, Ministry of Power
- Vandana Preyashi to serve as Joint Secretary, Ministry of Chemicals and Fertilisers
- Pratima Satish Kumar appointed at Joint Secretary level in the Ministry of Tribal Affairs
Both Anupam Kumar and Vandana Preyashi are expected to assume their new roles from May 1.
Vandana Preyashi is known for her administrative experience, having served as District Magistrate in Siwan, Bhagalpur, and Gaya, along with previous stints in the Central Government.
Focus on Restoring Administrative Efficiency
The reshuffle comes amid ongoing challenges in the Revenue and Land Reforms Department, particularly due to the strike by revenue personnel.
Chief Minister Samrat Chaudhary has been taking proactive decisions since assuming office, including reversing earlier departmental actions and now restructuring leadership to ensure smoother functioning.
