Modern Machinery and Common Manufacturing Facilities
The Mahwal cluster has been developed with shared manufacturing facilities to help businesses establish operations and reduce the need for individual investments in specialised machinery.
The common facilities include several types of modern equipment required for leather goods and footwear production, such as:
- Flatbed single-needle and double-needle sewing machines
- Cylinder-bed sewing machines
- Automatic sewing machines
- Injection moulding machines
- Forming machines
- Toe puff attaching machines
These machines will be available through the cluster’s common facility infrastructure, enabling manufacturers to access specialised equipment for different production processes.
The project also includes plug-and-play buildings, a display centre, common production machinery, shared utilities and support services. These facilities are designed to make it easier for businesses to establish manufacturing operations and improve production efficiency.
Skill Development, Research and Innovation Facilities
In addition to manufacturing infrastructure, the cluster provides facilities to support workforce development and industrial growth.
The project includes training facilities for artisans and workers, social infrastructure and provisions for research and innovation. These facilities are intended to help develop skilled workers, encourage improved manufacturing techniques and support innovation in the leather and footwear industry.
The shared infrastructure is expected to benefit both established manufacturers and new entrepreneurs looking to enter the sector.
Mega Leather Cluster Spread Across More Than 62 Acres
The Mega Leather, Footwear and Accessories Cluster is spread across more than 62 acres at Mahwal in Muzaffarpur. A total of 48 plots have been developed within the industrial complex to accommodate different businesses.
The availability of industrial plots is expected to provide manufacturers with options to establish facilities according to their production requirements. Entrepreneurs can lease suitable plots and develop their units based on their business needs, subject to the applicable terms and conditions.
Plug-and-Play Buildings Available at ₹4 Per Square Foot
The cluster features three plug-and-play buildings covering approximately one lakh square feet. These ready-to-use industrial spaces are available for rent at a concessional rate of just ₹4 per square foot per month, offering an affordable option for businesses looking to begin operations without developing their own facilities from scratch.
Along with the industrial plots, the buildings are expected to help attract footwear manufacturers, leather goods producers and accessory makers to the cluster.
How to Apply for Plots and Industrial Space
Investors and entrepreneurs interested in setting up units at the Mahwal Mega Leather Cluster can apply through the official BIADA website.
Applications for industrial plots and other available facilities can be submitted at https://biada1.bihar.gov.in/.
Interested businesses can explore the available industrial spaces and review the applicable eligibility conditions, investment requirements and allotment procedures before submitting their applications.

The completion of the ₹140.95 crore Mahwal Mega Leather Cluster marks a step towards expanding Bihar’s manufacturing capabilities and attracting fresh industrial investment. With shared machinery, ready-to-use buildings, skill development facilities and investment-linked land incentives, the project is designed to reduce infrastructure barriers for businesses entering the leather and footwear sector.
