Bhopal: The Madhya Pradesh government has issued revised guidelines relaxing computer qualification requirements for Class IV employees seeking promotion to Assistant Grade-3 and equivalent posts. Under the new provisions, employees who have completed 45 years of age on the date of promotion will be exempt from submitting a Computer Proficiency Certification Test (CPCT) scorecard.
The General Administration Department (GAD) issued the consolidated instructions to clarify the requirements for departmental promotions under the Madhya Pradesh Public Service Promotion Rules, 2025.
For other eligible employees who must meet the prescribed computer qualification requirements, the government has allowed up to five years from the date of promotion to obtain the necessary credentials.
Employees Aged 45 and Above Get CPCT Scorecard Exemption
Under the revised guidelines, Class IV government employees who have completed 45 years of age on the date of their promotion to Assistant Grade-3 will not be required to submit a CPCT scorecard.

However, the exemption applies only to the CPCT scorecard requirement; computer proficiency remains mandatory.
The decision concerns departmental promotions to Assistant Grade-3 and equivalent posts. It does not remove the prescribed computer qualification requirements for direct recruitment or appointments made through other channels.
Other Eligible Employees Get Up to Five Years to Qualify
Class IV employees who meet the prescribed educational qualifications but are still required to obtain CPCT certification and a computer diploma will be given time to complete these requirements after promotion.
The revised guidelines provide the following timeline:
- First two years: Employees must pass the CPCT examination and obtain a one-year computer diploma from a recognised institution or an approved equivalent qualification during their probation period.
- Extension of up to three years: If an employee fails to acquire the required qualifications within the initial two-year probation period, the probation period may be extended by up to three additional years.
- Maximum period of five years: Employees must obtain the prescribed qualifications within five years of promotion.
- Failure to qualify: Employees who do not meet the requirements within the permitted period will be reverted to their original Class IV posts.
The extension is not automatic; it may be granted in accordance with the revised instructions.
Revised Rules Apply Only to Departmental Promotions
The General Administration Department issued the guidelines following questions and confusion over the application of computer qualification requirements after the commencement of promotion processes under the 2025 promotion rules.
The revised provisions apply specifically to departmental promotions of eligible Class IV employees to Assistant Grade-3 and equivalent posts.
The existing qualification requirements remain unchanged for direct recruitment and appointments through other modes. Candidates appointed through these routes must continue to meet the prescribed CPCT and computer diploma requirements.
Government Clarifies Computer Qualification Requirements
The revised instructions distinguish between the CPCT scorecard exemption available to employees aged 45 and above and the qualification requirements applicable to other eligible employees.
While the age-based exemption removes the requirement to submit a CPCT scorecard for the specified departmental promotions, it does not eliminate the broader requirement for computer proficiency.
For other eligible employees, the guidelines provide a defined period to acquire the prescribed qualifications after promotion, with reversion to the original post in cases where the requirements remain unmet after the permitted period.
