Patna: Bihar has released ₹1,850 crore for panchayat-level development during the financial year 2026-27 based on the recommendations of the Sixth State Finance Commission. The Panchayati Raj Department has now detailed how the amount is being used, following questions and claims about the allocation.
The department said the amount covers several development and administrative requirements at the grassroots level, rather than being a single untied fund meant only for construction or other individual works.
The clarification comes as Bihar continues to strengthen local governance and financial support for Panchayati Raj institutions. The Ministry of Panchayati Raj has also issued guidelines and planning updates for the 2026-27 financial year, underlining the role of local bodies in grassroots development.
Where the ₹1,850 Crore Is Being Used
According to the Panchayati Raj Department, the released amount has been distributed across different heads linked to the functioning and development of panchayats.
A significant portion is being used to support personnel working at the panchayat level. ₹221.71 crore has been allocated towards the honorarium of contractual Panchayat Executive Assistants, Data Entry Operators, Technical Assistants and Accountant-cum-IT Assistants.
Another ₹319.96 crore has been released for the monthly allowances of elected representatives of the three-tier Panchayati Raj institutions and Gram Kachahris.
These allocations are aimed at supporting the day-to-day functioning of local institutions and the personnel involved in delivering services and implementing government programmes at the grassroots level.

₹214 Crore for Rural Drinking Water Maintenance
The allocation also includes funding for maintaining rural drinking water infrastructure.
The department has provided ₹214.37 crore to the Public Health Engineering Department (PHED) for the maintenance of the Mukhyamantri Gramin Peyjal Nishchay Yojana.
Maintenance is an important part of rural water infrastructure because the availability of pipelines, pumps and other systems directly affects the continuity of drinking water services in villages.
The allocation is therefore intended to support the upkeep of existing drinking water facilities rather than focusing only on new construction.
₹500 Crore for Panchayat Government Buildings
Infrastructure for local governance is another major component of the allocation.
The department has released ₹300 crore to the Building Construction Department for the construction of Panchayat Sarkar Bhawans.
Another ₹200 crore has been allocated to the Local Area Engineering Organisation (LAEO) for the same broad infrastructure requirement.
Together, the two allocations account for ₹500 crore, making panchayat government buildings one of the major components of the ₹1,850 crore release.
Panchayat government buildings are intended to provide a dedicated space for local administrative activities and help bring government-related services closer to rural residents.
₹402.45 Crore for Cremation Facilities
Another major allocation has been made for facilities related to last rites.
The department has released ₹402.45 crore for the construction of Mokshadham, cremation grounds and Muktidham facilities in panchayats.
Such infrastructure is part of basic civic facilities at the village level and can provide communities with more organised and accessible spaces for last rites.
The allocation also shows that the ₹1,850 crore package covers a mix of administrative requirements and public infrastructure rather than being restricted to one category of development work.
₹191.50 Crore Remains With the Department
After accounting for the allocations under the different heads, ₹191.50 crore remains with the Panchayati Raj Department.
According to the department, this amount will be released to panchayats along with the next instalment after receiving the required concurrence from the Finance Department.
The department has also said that the process for releasing the remaining amount under the Sixth State Finance Commission is underway.
At the same time, Bihar has sought the 2026-27 allocation under the 16th Finance Commission from the Government of India. The release of that amount is currently under process.
What the Funding Means for Panchayats
The latest allocation combines several elements needed for the functioning of rural local bodies: personnel support, elected representatives’ allowances, drinking water maintenance and public infrastructure.
For residents, the impact is expected to be most visible through services and facilities that operate at the panchayat level. Funding for drinking water maintenance can support existing rural water systems, while investment in Panchayat Sarkar Bhawans can strengthen the physical infrastructure through which local administration functions.
The allocations for cremation facilities similarly address a basic community requirement in rural areas.
For Panchayati Raj institutions, regular financial support is also important for keeping local administrative machinery operational and enabling elected representatives and support staff to perform their responsibilities.
More Funds in the Pipeline
The Panchayati Raj Department has made it clear that the ₹1,850 crore is part of the broader funding process for Bihar’s rural local bodies.
The remaining Sixth State Finance Commission funds are being processed, while the state has already sought the 2026-27 allocation under the 16th Finance Commission.
The Ministry of Panchayati Raj has published 2026-27 planning and financial documents, including operational guidelines for grants to rural local bodies for the 16th Finance Commission award period.
As further funds move through the process, Bihar’s panchayats are expected to have additional resources for local infrastructure, essential services and administrative functioning.
The latest release therefore represents not just a financial transfer but a combination of support for the people, personnel and infrastructure that keep grassroots governance functioning across the state.
