Bhagalpur: Bihar Urban Development and Housing-cum-IT Minister Nitish Mishra has announced an ambitious roadmap to position Bihar as a leading state in Information Technology (IT) and Artificial Intelligence (AI), setting a target of ₹5 lakh crore investment in the sector.
Speaking at a press conference held at the Bhagalpur Circuit House, the minister said the state has already prepared a long-term strategy to transform Bihar into a major IT and AI hub in India.
₹5 Lakh Crore IT Investment Target and Job Creation Focus
The minister said Bihar aims to attract ₹5 lakh crore investment in the IT sector, with a strong focus on generating maximum employment opportunities with minimum investment.
He emphasized that the government’s priority is to create a technology-driven ecosystem that supports startups, innovation, and large-scale job creation for the youth of the state.
Data Centre Ready in Patna, Laptop Manufacturing Begins in Bihar
Highlighting key infrastructure developments, Nitish Mishra said that a modern data centre in Patna has already been completed and will be inaugurated soon.
He also announced that laptop manufacturing has started in Bihar, marking a major step toward making the state self-reliant in technology production.
The minister said Bihar is studying IT policies of other states to design an attractive and effective framework for investment and growth.
Global AI Mission and Startup Push in Bihar
Referring to the recently held AI Summit in Bihar, the minister said the state is actively engaging with global Bihar-origin experts working in artificial intelligence and advanced technologies.
He added that engineering students have been invited to contribute innovative ideas for strengthening the startup ecosystem in the state.
The initiative is part of a broader “Global AI Mission” aimed at boosting Bihar’s presence in emerging technologies.
New Transfer Policy for Urban Local Body Employees
Addressing administrative reforms, the minister announced that a new transfer policy will be introduced for employees working in municipal bodies.
He said many employees remain posted in the same urban local body for years and even retire from the same place, which is not ideal for transparent governance.
The upcoming policy will ensure fair, systematic, and transparent transfers across municipal institutions.
Review of Development Projects in Bhagalpur
The minister, who is also the in-charge of Bhagalpur district, said he will conduct a high-level review of ongoing development projects in the city.
Key areas under review include:
- Water supply systems
- Drainage infrastructure
- Sewage Treatment Plants (STP)
- Electric crematorium
- Projects under BUDCO
He said the review meeting will ensure faster implementation of pending urban development works.
Assurance on Fast-Track Implementation of Pending Projects
Nitish Mishra assured that all pending files related to urban development will be processed quickly.
He urged officials and public representatives to submit lists of required development projects so that approvals can be granted without delay. He also said that legitimate demands of municipal councillors will be considered positively to improve civic infrastructure.
Bihar’s Earlier Investment Progress Highlighted
Recalling his tenure as Industries Minister in 2024, Nitish Mishra said projects worth ₹1.81 lakh crore were approved during that period. He added that under the leadership of the Chief Minister, the state is now actively encouraging both domestic and global investors, including the Bihar diaspora, to invest in the state’s growth story.
With a strong focus on IT, AI, infrastructure, and governance reforms, the Bihar government is positioning the state for a major technological and economic transformation. The ₹5 lakh crore investment target reflects its ambition to become a leading hub for innovation and employment in the coming years.
