Centre Repatriates IAS Manoj Kumar Dwivedi to AGMUT Cadre; IPS Veenu Bansal Shifted from Rashtrapati Bhavan Security

The Centre has repatriated senior IAS officer Manoj Kumar Dwivedi to the AGMUT cadre with an extended cooling-off period, while IPS officer Veenu Bansal has been transferred from Rashtrapati Bhavan Security to the Delhi Police Headquarters.

New Delhi: In two significant administrative developments involving officers of the AGMUT cadre, the Central Government has repatriated senior IAS officer Manoj Kumar Dwivedi (IAS:1997:AGMUT) from the Department of Personnel and Training (DoPT) to his parent cadre with the imposition of an extended cooling-off period. Separately, Veenu Bansal (IPS:2004:AGMUT) has been transferred from his post as Joint Commissioner of Police (Security), Rashtrapati Bhavan, and attached to the Delhi Police Headquarters.

The two orders mark important changes involving experienced officers who have held key positions in the Central Government and the national capital.

Manoj Kumar Dwivedi Repatriated to AGMUT Cadre

According to the government order, Manoj Kumar Dwivedi, who was serving as Additional Secretary in the Department of Personnel and Training (DoPT) under the Ministry of Personnel, Public Grievances and Pensions, has been repatriated to his parent AGMUT cadre with the imposition of an extended cooling-off period.

Dwivedi has been serving in the upgraded rank of Additional Secretary since November 2022 after receiving an in-situ upgradation. His central deputation in the position had earlier been extended until November 18, 2026.

A 1997-batch IAS officer, Dwivedi has built a distinguished administrative career spanning nearly three decades across the Centre and the erstwhile state of Jammu & Kashmir.

Distinguished Administrative Career

An engineering graduate with a B.Tech in Chemical Engineering, Dwivedi hails from Haryana and entered the Indian Administrative Service as a direct recruit.

At the Centre, he has handled several strategically important assignments. Before joining DoPT, he served as Joint Secretary in the Ministry of Commerce & Industry, where he played a leading role in international trade negotiations and India’s EXIM policy, particularly concerning Africa and West Asia. He also served as the Executive Director of the Tobacco Board.

His tenure in DoPT placed him at the heart of personnel administration and civil services management in the Government of India.

Key Role in Jammu & Kashmir Administration

Dwivedi is widely known for his extensive administrative experience in Jammu & Kashmir, especially during one of the region’s most transformative periods.

He played a significant role during the constitutional transition following the reorganization of Jammu & Kashmir and contributed to aligning the Union Territory’s administrative framework with Central Government rules. He was also associated with drafting regulations for the newly created Union Territory of Ladakh.

Over the years, he held several senior positions in Jammu & Kashmir, including:

  • Principal Secretary, General Administration Department (GAD)
  • Commissioner/Secretary, Industries & Commerce Department
  • District Magistrate/Deputy Commissioner of Jammu
  • District Magistrate/Deputy Commissioner of Rajouri
  • District Magistrate/Deputy Commissioner of Leh
  • Additional Chief Executive Officer, Shri Mata Vaishno Devi Shrine Board (served two terms)

His governance initiatives and service in difficult assignments earned him the Hon’ble Lieutenant Governor’s Awardin Jammu & Kashmir.

Apart from his administrative career, Dwivedi is also an author. His book “Decode Life”, published in 2024, reflects his interest in leadership and personal development.

Veenu Bansal Shifted from Rashtrapati Bhavan Security

In another important administrative development, Veenu Bansal (IPS:2004:AGMUT) has been transferred from his assignment as Joint Commissioner of Police (Security), Rashtrapati Bhavan, and attached to the Delhi Police Headquarters.

The transfer order was issued on August 5, 2026, ending his tenure overseeing one of the country’s most sensitive security establishments.

Bansal had assumed charge as Joint Commissioner (Security) at Rashtrapati Bhavan in October 2024 after serving in several key policing assignments in Delhi.

Career in Delhi Police

Originally from Punjab, Veenu Bansal completed his B.Tech before briefly working as an Assistant Executive Engineer with ONGC in 2001. He later cleared the Civil Services Examination and joined the Indian Police Service in 2004.

Following his training at the Sardar Vallabhbhai Patel National Police Academy, he served in multiple operational and leadership positions within Delhi Police.

His career includes assignments as:

  • Deputy Commissioner of Police (North-West District)
  • Additional Commissioner of Police (Traffic)
  • Joint Commissioner of Police after promotion to the Inspector General rank in December 2021
  • Joint Commissioner (Security), Rashtrapati Bhavan from October 2024

During his service, Bansal has received several police honours, including:

  • Police Special Duty Medal (2010)
  • Police Special Duty Medal (2013)
  • Police Antrik Suraksha Seva Padak (2013)

Reports Surrounding the Transfer

According to reports, Bansal’s transfer followed allegations relating to administrative rule violations and complaints concerning his conduct with subordinate personnel. Following his removal from Rashtrapati Bhavan Security, he has been attached to the Delhi Police Headquarters pending his next assignment.

No detailed official statement elaborating on the reasons behind the transfer has been issued by the authorities.

Significant Administrative Developments

The two orders involving senior AGMUT cadre officers come amid continuing administrative changes at both the Central Government and Delhi Police levels. While Manoj Kumar Dwivedi returns to his parent cadre after an extensive tenure in key policy-making roles at the Centre, Veenu Bansal awaits his next posting after being shifted from one of the country’s most high-profile security assignments.
