New Delhi: More than 24 officers of the 2008 batch of the Indian Revenue Service (Customs & Indirect Taxes) continue to await their formal operational postings as Commissioners, despite having been empanelled for Commissioner-rank positions more than two years ago.
The officers were empanelled for Commissioner-rank posts in May 2024 and subsequently granted in-situ promotions. However, despite the elevation in rank, they are yet to receive formal operational assignments as Commissioners.
The prolonged wait has left the officers in a situation where they have been granted the higher rank but are still awaiting the corresponding posting orders that would enable them to assume Commissioner-level operational responsibilities.
Empanelled for Commissioner Rank in May 2024
The officers belong to the 2008 batch of IRS (Customs & Indirect Taxes).
Their empanelment for Commissioner-rank posts took place in May 2024, marking their formal consideration for elevation to one of the senior operational levels within the Central Board of Indirect Taxes and Customs (CBIC) framework.
Following the empanelment, the officers were granted in-situ promotions.
An in-situ promotion allows an officer to receive the higher rank while continuing in the existing position until an appropriate posting or assignment is made.
However, in this case, the officers have continued to await their formal operational postings as Commissioners.

Promotion Granted, But Posting Still Pending
The issue is essentially one of the gap between promotion and operational posting.
While the officers have received the benefit of elevation to Commissioner rank, their formal deployment against Commissioner-level operational posts has not yet taken place.
As a result, more than 24 officers from the 2008 batch remain awaiting posting orders as Commissioners.
The delay has become particularly notable because the empanelment itself dates back to May 2024, meaning the officers have been waiting for more than two years for their formal operational assignments.
What Is the Role of Commissioner in CBIC?
The Commissioner is a key senior-level position in the indirect tax administration under the CBIC.
Commissioner-level officers are entrusted with responsibilities relating to the administration and implementation of India’s indirect tax framework, including Customs and Goods and Services Tax (GST) administration, depending on their specific assignment.
Commissioner-level postings can include field formations as well as specialised or headquarters responsibilities.
Consequently, a formal operational posting is important for an officer who has already been elevated to the Commissioner rank.
2008 Batch Officers Remain in Limbo
The affected officers are from the 2008 IRS (Customs & Indirect Taxes) batch, which has already reached a senior stage in the service hierarchy.
Their prolonged wait for Commissioner postings comes despite the completion of the empanelment process and subsequent in-situ promotions.
The situation therefore raises an administrative question regarding the timing of operational deployment of officers who have already been found suitable for Commissioner-rank positions.
At present, the key issue for the affected officers remains the issuance of formal posting orders assigning them Commissioner-level operational responsibilities.
