Centre Appoints 9 Chief Vigilance Officers in PSUs Including SAIL, IOCL, BEL; Babji Patchilla Named ITI CVO

The appointments are part of the Centre’s ongoing efforts to ensure transparency, accountability, and efficient vigilance administration in strategically important public sector enterprises.

New Delhi: In a significant move aimed at strengthening vigilance mechanisms across public sector undertakings, the Central Government has approved the appointment of nine Chief Vigilance Officers (CVOs) in key PSUs, including Indian Telephone Industries (ITI), Steel Authority of India Limited (SAIL), Indian Oil Corporation Limited (IOCL), and Bharat Electronics Limited (BEL).

According to an official order, most of the appointments have been made for an initial tenure of three years from the date of assumption of charge or until further orders, whichever is earlier. Notably, one appointment has been made for a longer, fixed tenure extending up to September 15, 2028.

Tenure Details and Key Highlights

Out of the total appointments, six officers will serve for a standard three-year term. However, Shailendra Singh has been given a fixed tenure extending up to September 15, 2028, indicating a longer-term assignment in a critical PSU.

The appointments are part of the Centre’s ongoing efforts to ensure transparency, accountability, and efficient vigilance administration in strategically important public sector enterprises.

The officers appointed as Chief Vigilance Officers in various PSUs are:

  • Babji Patchilla (IOFS:1998) – Appointed as CVO, Indian Telephone Industries Ltd. (ITI), Bengaluru
  • Trinadh Kumar Goriparti (IFoS:2002:AGMUT) – Appointed as CVO, Rashtriya Ispat Nigam Ltd. (RINL), Visakhapatnam
  • Dilip Kumar (IRSME:2002) – Appointed as CVO, Steel Authority of India Ltd. (SAIL), Delhi
  • Rajesh Kumar Singh (IRSS:2002) – Appointed as CVO, Power Finance Corporation (PFC), Delhi
  • Shailendra Singh (IFoS:1997:TR) – Appointed as CVO, Indian Oil Corporation Ltd. (IOCL), Delhi, with tenure up to September 15, 2028
  • Saravanan Mannai Pathakkam (IPoS:2000) – Appointed as CVO, Bharat Electronics Ltd. (BEL), Bengaluru
  • Rohit Kumar Mishra (IOFS:2009) – Appointed as CVO, Bridge & Roof Company (India) Ltd. (BRCIL), Kolkata
  • Sambeet Saurav Nayak (IRTS:2012) – Appointed as CVO, Mahanadi Coalfields Ltd. (MCL), Sambalpur, under the Ministry of Coal

Common CVO Appointment for Multiple PSUs

In addition to individual postings, Hansraj Yadav (ISS:2000) has been appointed as the Common Chief Vigilance Officer for multiple PSUs based in Jaipur. These include:

  • Rajasthan Electronics & Instruments Ltd. (REIL)
  • Instrumentation Ltd. (IL)
  • Hindustan Salts Ltd. (HSL)
  • Sambhar Salts Ltd. (SSL)

These organizations function under the administrative control of the Ministry of Heavy Industries.

Focus on Strengthening Vigilance Framework

The appointment of CVOs plays a crucial role in maintaining integrity and transparency within public sector enterprises. These officers act as key functionaries responsible for overseeing vigilance activities, preventing corruption, and ensuring adherence to ethical and procedural standards.

The latest appointments are expected to enhance internal monitoring systems and reinforce the government’s commitment to good governance across PSUs.

Indian Oil Corporation Ltd (IOCL): India’s largest oil and gas PSU, responsible for refining, pipeline transportation, and fuel marketing across the country.

Indian Telephone Industries Ltd (ITI): A government-owned telecom manufacturing company playing a key role in telecom infrastructure and equipment production.

Department of Telecommunications (DoT): The central authority responsible for telecom policy, licensing, and regulation in India.

Rashtriya Ispat Nigam Ltd (RINL): A major steel producer operating the Vizag Steel Plant, contributing significantly to India’s infrastructure sector.

Steel Authority of India Ltd (SAIL): One of India’s largest steel-making companies, operating multiple integrated steel plants nationwide.

Power Finance Corporation (PFC): A key financial institution funding power sector projects and infrastructure development in India.

Bharat Electronics Ltd (BEL): A leading defence PSU specializing in advanced electronics for the Indian Armed Forces. 

Bridge and Roof Company India Limited (BRCIL): BRCIL is a public sector engineering and construction company engaged in infrastructure, industrial, and turnkey project execution across sectors.

Mahanadi Coalfields Limited (MCL): MCL is a subsidiary of Coal India Limited and is one of the largest coal-producing companies in India, playing a crucial role in meeting the country’s energy demands.

Rajasthan Electronics and Instruments Limited (REIL): REIL operates under the Ministry of Heavy Industries and focuses on electronics, renewable energy solutions, and dairy automation systems.
