Chhattisgarh: 2007-Batch IAS Officers Disclose Assets, Land, Flats & Incomes; Basavaraju S. Leads with ₹1.8 Crore in Property Holdings

Raipur: In accordance with central government directives on asset transparency, several 2007-batch IAS officers from the Chhattisgarh cadre have submitted comprehensive declarations of their personal and family properties.

The disclosures include both inherited and self-purchased assets such as residential plots, agricultural land, and flats across different states. Many officers also reported additional income through rentals and agricultural activity, reflecting a diverse portfolio of holdings beyond their government service.

Basavaraju S.

Mr Basavaraju , Secretary, owns a 3,600 sq ft residential plot in Serikhedi, Raipur, which he bought from the Housing Board. Its current estimated value is ₹17 lakh. He also owns a 1,655.57 sq ft flat in Karnataka, purchased for ₹1.62 crore. The flat is currently valued at ₹1.627 crore. Total Value: ₹1.797 crore

Shammi Abidi

Mr Abidi, Secretary, disclosed multiple properties jointly held with her husband. These include a 3,038.75 sq ft house in Nava Raipur with a 1,700 sq ft built-up area, purchased in 2015 for ₹35 lakh and now valued at ₹85 lakh. This property earns an annual rental income of ₹2.4 lakh. She also owns 0.0800 hectares of land in Arang, Raipur, bought in 2022 for ₹24.5 lakh, with a current value of ₹30 lakh. Additionally, she holds 2.64 hectares of land in the same region, purchased for ₹49 lakh and now worth ₹60 lakh. This agricultural property generates an annual income of ₹1.5 lakh. Himshikhar Gupta

Mr Gupta, Secretary, reported ownership of a 1,635 sq ft plot in Madiyaon, Lucknow, bought in 2004–05 for ₹2 lakh. He also has a 282 sq m house in Nava Raipur, valued at ₹32 lakh, which provides an annual income of ₹1.5 lakh. His wife owns 347 sq m of inherited land in Saharanpur, valued at ₹8 lakh, and 1.211 hectares in Shankarpur village, Lucknow, valued at ₹15.5 lakh, with a yearly income of ₹1.5 lakh. Gupta also owns two residential plots in Raipur—one of 3,600 sq ft in Serikhedi (₹17 lakh) and another of 3,939 sq ft in Sankari, which he purchased for ₹42.65 lakh using a bank loan. Mohammad Qaiser Abdulhaq

Mr Abdulhaq, Secretary, owns a 232.4 sq m house in Bandra West, Mumbai, currently valued at ₹1.25 crore, which yields an annual income of ₹2.5 lakh. He also has a 3,600 sq ft residential plot in Serikhedi, Raipur, valued at ₹16.39 lakh. His wife owns a 479.74 sq m house in Malegaon, Maharashtra, worth between ₹15–20 lakh, generating ₹1 lakh annually. Total Value: ₹1.44 crore, Annual Income from Properties: ₹3.5 lakh

Yashwant Kumar

Mr Kumar, Chief Electoral Officer, owns a 3,600 sq ft residential plot in Serikhedi, Raipur, purchased for ₹18 lakh and now valued at ₹24 lakh. He also possesses 2.5 acres of land in Chhuriya, Rajnandgaon, valued at ₹8.5 lakh, which brings in an annual income of ₹5 lakh. Another asset includes 1.04 hectares of land in Berla, Bemetara, acquired in 2021 for ₹8.45 lakh, currently worth ₹16 lakh, with similar income returns. Total Value: ₹48.5 lakh, Annual Income from Properties: ₹10 lakh

Janak Prasad Pathak

Mr Pathak, Special Secretary, declared an ancestral house in Dharampur, Bastar, valued at ₹20 lakh. He owns multiple properties in Raipur and Durg, including a 4,800 sq ft plot in Dunda (₹20 lakh), a 1,193.6 sq ft flat in Indraprastha Apartment (₹24.81 lakh, jointly held), a 3,600 sq ft plot in Serikhedi (₹16.01 lakh), a 4,000 sq ft plot in Junwani, Durg (₹33.08 lakh), and 0.12 hectares of land in Jevara village, Durg, valued at ₹29.77 lakh. Total Value: ₹1.43 crore

K.C. Devasenapathi

Mr Devasenapathi reported a significant portfolio of ancestral properties in Tamil Nadu. He owns 2.57 acres, 0.65 acres, and 1 acre of inherited land in Anthiyur, with a combined value of ₹22.3 lakh, along with 4.85 hectares of additional inherited land valued at ₹11 lakh. He also holds 3,333 sq ft of residential land bought in 1996 in his mother’s name (₹25 lakh) and a house in Tamil Nadu under her name, which yields ₹1 lakh annually. Furthermore, he jointly owns a 1,759 sq ft house in Chennai valued at ₹48 lakh and has a 3,600 sq ft plot in Serikhedi, Raipur, purchased for ₹15.3 lakh. Estimated Total Value: ₹1.21 crore, Annual Income from Properties: ₹1 lakh

These disclosures not only reflect compliance with administrative transparency norms but also offer a glimpse into the financial standing and real estate interests of India’s senior bureaucrats. While most officers continue to live modestly, their investments highlight the growing trend of asset diversification among civil servants.
