New Delhi: The Government of India has taken another step towards unlocking the value of surplus public assets, with an Inter-Ministerial Group (IMG) recommending monetisation proposals involving assets worth over ₹1,100 crore for consideration by the Cabinet-delegated Alternative Mechanism (AM).
The proposals primarily cover surplus land and building assets belonging to Central Public Sector Enterprises (CPSEs) that have been identified for monetisation.
The recommendations were made by the IMG chaired by the Secretary of the Department of Public Enterprises (DPE), with the Secretary of the Department of Telecommunications (DoT) serving as co-chair.
The proposals will now be placed before the Alternative Mechanism for consideration and approval. Further monetisation activities will be undertaken after the required approvals and in accordance with prescribed procedures.
Surplus CPSE Land and Buildings Identified for Monetisation
The latest recommendations form part of the Centre’s broader effort to unlock economic value from surplus and underutilised assets held by government-owned enterprises.
Rather than allowing non-core properties to remain underutilised, the asset monetisation programme seeks to facilitate their productive use through structured transactions and competitive price discovery.
The proposals recommended by the IMG involve:
- Asset value: More than ₹1,100 crore.
- Asset category: Primarily surplus land and buildings.
- Asset owners: Central Public Sector Enterprises.
- Next stage: Consideration and approval by the Cabinet-delegated Alternative Mechanism.
- Implementation: Further monetisation processes after the requisite approvals.
How NLMC Facilitates Government Asset Monetisation
The National Land Monetization Corporation (NLMC) plays a central role in facilitating the monetisation of surplus land and non-core assets belonging to CPSEs and other government entities.
Operating under the administrative control of the Department of Public Enterprises, Ministry of Finance, NLMC provides specialised support to government departments and asset-owning organisations throughout the monetisation process.
Its key responsibilities include:
- Asset assessment: Identifying surplus and underutilised land and other non-core assets.
- Due diligence: Examining the relevant legal, financial and ownership aspects of properties.
- Valuation: Assessing the economic value of assets before monetisation.
- Transaction structuring: Preparing suitable frameworks for monetisation.
- Market-facing processes: Facilitating transparent and competitive transactions to help secure value.
The corporation works with concerned ministries, departments and asset-owning entities to prepare properties for monetisation.
What Is the National Land Monetization Corporation?
The National Land Monetization Corporation is a wholly owned Government of India company established following the announcement in the Union Budget 2021–22.

Through professional transaction advisory, valuation, due diligence and competitive monetisation processes, NLMC aims to help government organisations unlock the economic potential of assets that are not required for their core operations.
Government’s Push for Better Utilisation of Public Assets
The latest IMG recommendations underline the Centre’s continuing focus on improving public asset management and mobilising value from underutilised government properties.
The asset monetisation programme is intended to promote more efficient use of public resources, encourage investment and support economic development through transparent and value-maximising transactions.
The proposals worth over ₹1,100 crore will now move to the next stage of consideration before the Cabinet-delegated Alternative Mechanism.
