India Wants More Than 114 Rafales: Indigenous Weapon Integration Emerges as Key Priority

India and France are advancing talks for 114 Rafale fighter jets as India pushes for Make in India production and technical access needed to integrate indigenous weapons.

New Delhi: India and France are moving forward with talks for the proposed purchase of 114 Rafale fighter jets, while India is also seeking enough technical access to integrate its own weapons. The India-France Rafale deal is expected to strengthen the Indian Air Force (IAF), expand local manufacturing and support India’s long-term goal of greater defence self-reliance. However, questions over technical interfaces and sensitive technologies remain important parts of the negotiations.

What Is the Latest Update on the India-France Rafale Deal

Dassault Aviation has officially confirmed that negotiations are underway for 114 additional Rafale aircraft for the Indian Air Force.

According to the French aircraft manufacturer, India’s Defence Acquisition Council authorised the start of direct negotiations in February 2026.

Dassault has also said that India has already started direct negotiations to add 114 Rafales to the 62 Rafale aircraft already ordered across the Indian Air Force and Indian Navy.

Recent reports say France is expected to respond by mid-August to India’s Letter of Request for the proposed government-to-government procurement.

India-France Rafale Deal: Why Does India Want 114 More Rafale Fighters

The proposed purchase would significantly increase the number of Rafales available to the Indian Air Force. The Rafale is a multirole combat aircraft designed to carry out air defence, ground attack, reconnaissance and other missions.

The IAF already operates Rafale aircraft. In July 2026, the Ministry of Defence confirmed that Indian Rafales were participating in Exercise Pitch Black 2026 in Australia, supported by C-17 and IL-78 aircraft.

India also signed a separate contract in April 2025 for 26 Rafale fighters for the Indian Navy, according to Dassault Aviation.

India-France Rafale Deal: Indigenous Weapon Integration Is a Major Issue

One of India’s important objectives is the ability to integrate Indian-made weapons and systems into the proposed new Rafale fleet.

A DRDO-hosted defence-news compilation reported in April that India plans to ensure indigenous missiles and weapons can be integrated into the 114 Rafales.

The report said India intends to seek an Interface Control Document (ICD) as part of the procurement arrangement. An ICD essentially defines how different systems and subsystems communicate and interact. Such technical information could therefore be important when integrating Indian weapons with the aircraft.

Why Is the Interface Control Document Important

Modern fighter aircraft are highly complex systems in which sensors, computers, weapons and electronic systems must communicate correctly. Integrating a new missile is not simply a matter of physically attaching it to an aircraft.

The aircraft must be able to communicate with the weapon, exchange the required information and safely operate it throughout a mission. The ICD can provide technical information about the interfaces between these systems.

This could give India greater flexibility to integrate indigenous weapons while reducing dependence on foreign assistance for every future integration programme.

Source Code and Radar IPR Need to Be Treated Carefully

The source article claims that source-code access and intellectual property rights related to the Rafale’s radar are major hurdles in the negotiations. However, these specific claims should not be treated as officially confirmed terms of the negotiations.

The official material reviewed from Dassault Aviation confirms the 114-aircraft negotiations and Make in India plans, while the DRDO-hosted report supports India’s push for indigenous weapon integration and ICD access. They do not publicly confirm that France has agreed to provide Rafale source code or transferred ownership of sensitive radar intellectual property.

This distinction is important because source code and interface information are not the same thing.

India may be able to gain greater freedom to integrate weapons through agreed interfaces without receiving unrestricted access to every sensitive software component inside the Rafale.

Make in India Could Be a Major Part of the India-France Rafale Deal

Local production is another important part of the negotiations. Dassault Aviation says it is committed to Make in India for the 114 Rafales under negotiation and is expanding its industrial presence in the country.

The company has established partnerships with Indian companies and is developing a dual production source for Rafale fuselage sections with Tata Advanced Systems. Dassault also says its military manufacturing operations use dual sourcing from France and India.

Rafale Fuselage Manufacturing Is Coming to India

Dassault Aviation and Tata Advanced Systems signed a partnership agreement in June 2025 to establish a production facility in Hyderabad for Rafale fuselage sections.

This is significant because it expands India’s role beyond simply operating imported fighter aircraft.

Dassault is also expanding its Indian supplier network. The company says its local network now includes more than 30 companies.

These investments could help strengthen India’s aerospace manufacturing ecosystem even beyond the proposed Rafale order.
