New Delhi: Delhi is set to get its first dedicated government-owned state guest house, with the government approving an estimated ₹151.97 crore project to develop ‘Delhi Sadan’ in Sector 19, Dwarka.
The project received approval from the Expenditure Finance Committee (EFC) at its meeting on September 9. The proposed facility will provide accommodation and official-use infrastructure for visiting dignitaries, government officials and other guests travelling to the national capital for meetings, conferences and government engagements.
The project is expected to take 21 months after acceptance of tenders, moving the proposal closer to the tendering and construction stage.
Delhi Sadan to Come Up on DDA-Allotted Land
The proposed state guest house will be developed on a 3,899.42-square-metre plot in Dwarka’s Sector 19.
The Delhi Development Authority (DDA) allotted the land to the Tourism Department in 2020, and the department received possession in February 2021. The site is now being taken forward for the development of Delhi Sadan.
The project addresses the absence of a dedicated state-owned guest house operated by the Delhi government for official visitors. Unlike several other states that maintain their own bhawans or guest houses in the national capital, Delhi currently does not have a comparable dedicated facility.
The proposed complex is intended to provide a reliable and economical accommodation option for official guests while also creating spaces for government-related meetings and events.

Guest Rooms, VIP Suites and Conference Facilities Planned
Delhi Sadan is being planned as more than a conventional guest house. The complex will combine accommodation with hospitality, meeting and official-use facilities.
The proposed facilities include an entrance lobby, guest rooms, VIP and VVIP suites, conference and meeting rooms, kitchen and dining facilities and a restaurant.
The plan also includes supporting facilities such as souvenir shops, an ATM, staff accommodation and basement parking.
This mix of facilities is intended to allow the building to host different types of official engagements rather than limiting its use to accommodation alone.
Design to Reflect Delhi’s Architectural Heritage
The design of Delhi Sadan is also expected to draw from Delhi’s historical architectural character.
An architecture consultancy has been appointed by the Delhi Tourism and Transportation Development Corporation (DTTDC) to develop the project design. Officials have said that elements inspired by the architectural heritage of historical Delhi will be incorporated into the complex.
The approach is aimed at giving the building a distinct Delhi identity while providing modern facilities for official visitors.
₹151.97 Crore to Be Spent in Three Years
The approved project will follow a phased expenditure plan.
Around ₹20 crore has been earmarked for 2026-27, followed by ₹121.97 crore in 2027-28 and another ₹10 crore in 2028-29.
The total estimated project cost therefore stands at ₹151.97 crore. The latest approval sets a timeline of 21 months after tender acceptance. Another project update has described the construction schedule as 18 months following three months of pre-construction activities.
The project will now move towards tendering, statutory clearances and subsequent construction.
Government Wants Delhi Sadan to Remain Fully Utilised
An important part of the EFC approval is the emphasis on ensuring that the facility does not become an under-utilised government asset after construction.
The Tourism Department and DTTDC have been asked to develop a revenue-generation and utilisation model for Delhi Sadan. The idea is to allow the facility to serve government and official requirements while also generating sufficient income to meet its operational and maintenance needs.
The authorities have also been directed to prepare an operation and maintenance strategy during the design stage itself.
The strategy is expected to cover areas such as:
- Manpower requirements
- Security arrangements
- Asset management
- Statutory compliance
- Operational readiness
- Maintenance requirements
This planning is intended to ensure that operational arrangements are in place before the facility becomes functional.
Dwarka to Add Another Major Government Facility
The location of Delhi Sadan in Sector 19 places it within the wider Dwarka development area, which has emerged as an important institutional and commercial zone in southwest Delhi.
With accommodation, conference facilities, dining areas and official-use spaces under one complex, the project is designed to cater to multiple government requirements.
For visiting officials and dignitaries, a dedicated state guest house could provide an alternative to arranging accommodation through hotels or other temporary facilities. At the same time, the proposed revenue model indicates that the government is looking at long-term operational sustainability rather than only completing the building.
Project Moves Towards Tendering
With EFC approval in place, the next stages will involve tendering, statutory processes and construction.
The government has directed that the sanctioned cost and project timeline be maintained, while quality monitoring and execution requirements are incorporated into the implementation process.
Once completed, Delhi Sadan will give the Delhi government its first dedicated state guest house, combining accommodation, official meeting infrastructure and hospitality facilities at a single location in Dwarka.
The project therefore represents not just a new government building but an addition to Delhi’s official hospitality infrastructure, with its eventual usefulness depending on timely execution and effective utilisation after completion.
