DVC and PNB Join Hands to Strengthen Grid Communication and CTPS Ash Dyke Infrastructure

The financing will support high-capacity OT-IT communication infrastructure across DVC's operations and structural strengthening of ash dykes at Chandrapura Thermal Power Station.
Indian Masterminds Stories

Kolkata: Damodar Valley Corporation (DVC) has achieved financial closure with Punjab National Bank (PNB) to fund two key infrastructure initiatives aimed at strengthening its digital communication network and upgrading ash dyke infrastructure at Chandrapura Thermal Power Station (CTPS).

The financing arrangement has been secured at competitive lending rates and will support investments in high-capacity wideband communication infrastructure for Operational Technology (OT) and Information Technology (IT) systems, along with structural reinforcement of existing ash dykes at CTPS.

The deal was executed at DVC Towers in Kolkata in the presence of Member (Finance), Executive Director (System), Executive Director (Finance), and senior officials from DVC and PNB.

DVC and PNB Financial Closure: Key Details

The financial closure will support two major infrastructure projects of DVC.

Key details include:

  • Borrower: Damodar Valley Corporation (DVC)
  • Lender: Punjab National Bank (PNB)
  • Venue: DVC Towers, Kolkata
  • Financing focus: Wideband communication infrastructure for OT and IT systems
  • Infrastructure upgrade: Structural reinforcement of existing ash dykes at Chandrapura Thermal Power Station (CTPS)

The financing is expected to help DVC modernise critical infrastructure while maintaining a focus on operational efficiency, digital connectivity, safety and environmental management.

DVC to Modernise Grid Communications with Wideband Network

A significant portion of the financing will be used to develop a high-speed wideband communication network across DVC’s operational footprint.

Modern power grids depend on uninterrupted and secure data transmission between Operational Technology (OT) systems and corporate Information Technology (IT) networks.

OT systems include critical technologies such as SCADA (Supervisory Control and Data Acquisition), which are used for monitoring and managing power generation and grid operations.

The planned communication infrastructure is expected to strengthen connectivity between power plants, distribution nodes and control centres.

Expected Benefits of the Wideband Communication Infrastructure

The upgraded network is expected to deliver several operational benefits, including:

  • Lower latency: Faster data exchange between power plants, distribution nodes and control centres.
  • Improved network isolation: Better cybersecurity protection by separating critical OT systems from regular IT traffic.
  • Real-time monitoring: Enhanced access to telemetry data for early fault detection and improved load management.
  • Better operational coordination: Faster and more reliable communication across DVC’s power infrastructure.

The investment is expected to strengthen DVC’s digital capabilities and support more efficient monitoring and management of its power operations.

Financing to Support Ash Dyke Upgrades at CTPS

The financial closure will also fund structural upgrades and strengthening of existing ash dykes at Chandrapura Thermal Power Station (CTPS).

Ash dykes are important infrastructure used to contain and manage ash generated from coal-based power generation. Strengthening these structures is essential for maintaining their long-term stability and operational reliability.

The planned upgrades are expected to:

  • Strengthen existing ash dyke structures.
  • Improve long-term operational reliability.
  • Support the safe management of coal combustion residuals.
  • Minimise potential environmental exposure in surrounding areas.
  • Strengthen infrastructure supporting thermal power generation.

The project is therefore significant from both operational and environmental perspectives, particularly for the continued functioning of CTPS.

Strategic Significance of DVC-PNB Financing Deal

The financial closure is strategically important for DVC as it provides access to competitive financing for investments in critical digital and physical infrastructure.

The wideband communication project will support the modernisation of DVC’s operational communication systems, while the ash dyke upgrades will strengthen safety and environmental infrastructure at CTPS.

DVC Focuses on Digital and Infrastructure Modernisation

The financing arrangement reflects DVC’s focus on strengthening its operational capabilities through investments in both technology and physical infrastructure. By developing high-capacity communication systems and upgrading ash dyke structures, the power utility aims to improve operational efficiency, strengthen infrastructure reliability and support safer and more sustainable power generation.
