No More Festival Gifts from Government Departments: Ministry of Finance Orders Immediate Ban

New Delhi: In a move aimed at reinforcing fiscal discipline and optimizing the use of public funds, the Ministry of Finance, Department of Expenditure, has issued a directive prohibiting all Ministries, Departments, and government bodies from incurring any expenses on gifts or related items during Diwali and other festivals.

Government Steps Up Measures to Curb Non-Essential Spending

The decision comes as part of the government’s ongoing efforts to encourage prudent and judicious use of public resources. As outlined in an official Office Memorandum dated September 19, 2025, no expenditure on gifts during festivals is permitted with immediate effect. This instruction underscores the commitment to eliminate non-essential expenses in government functioning.

Directive Approved by Secretary (Expenditure)

The memorandum, signed by P.K. Singh, Joint Secretary to the Government of India, states that the directive has been issued with the approval of the Secretary (Expenditure). All Secretaries to the Government of India have been officially informed of the policy, marking a uniform enforcement across various government organs.

Implications for Government Departments

This move is expected to contribute towards better fiscal management by eliminating discretionary spending that does not directly impact public welfare or administrative efficiency. Government offices will now need to comply strictly with this directive as part of broader financial discipline initiatives.
