Alongside the new Chairperson, the government has also appointed six part-time members to the bureau for three-year terms. The appointments bring together former senior bankers, a Reserve Bank of India board member, insurance industry leaders and a former insurance regulator.

FSIB Chairperson Post Was Vacant Since June 30, 2026
The appointment of SCL Das comes after the completion of the extended tenure of former FSIB Chairperson Bhanu Pratap Sharma.
Mr Sharma, a retired 1979-batch IAS officer of the Bihar cadre, completed his extended tenure on June 30, 2026.
Following his departure, the position remained vacant until the government’s latest appointment decision.
With the appointment taking effect from October 16, the government has filled the leadership vacancy and constituted a new set of part-time members for the bureau.
The three-year tenure provides continuity for the institution’s work relating to senior management appointments in public sector financial organisations.
What Is the Financial Services Institutions Bureau?
The Financial Services Institutions Bureau is an institutional body that assists the Central Government in selecting senior leadership for public sector financial organisations.
It succeeded the earlier Banks Board Bureau (BBB), which had been established to strengthen the process of selecting top executives for public sector banks.
The FSIB’s mandate covers recommendations for appointments of full-time directors and non-executive chairpersons on the boards of public sector banks, financial institutions and public sector insurance companies.
It evaluates candidates for senior positions and recommends suitable names to the government.
The bureau’s role is particularly important because public sector financial institutions manage substantial banking, insurance and financial services operations across the country.
Their leadership appointments have implications for institutional governance, operational performance, risk management and public accountability.
How Does FSIB Select Top Officials of Public Sector Banks and Insurers?
The FSIB functions as a specialised selection body for senior management positions in government-owned financial institutions.
Its responsibilities include assessing eligible candidates for leadership roles and making recommendations to the appropriate authorities.
The selection process is intended to bring institutional expertise and structured evaluation into appointments at the highest levels of public sector financial organisations.
However, the bureau is a recommending body rather than the final appointing authority.
Final appointments are made by the competent government authorities through the applicable approval processes.
The bureau’s membership therefore plays an important role in evaluating professional experience, leadership capabilities and suitability for senior positions.
Why the New FSIB Appointments Are Significant
The appointment of a new Chairperson and six part-time members brings together expertise from public administration, commercial banking, central banking, life insurance, general insurance and financial regulation.
For the banking and financial institutions segment, the inclusion of former SBI and RBI officials provides experience in banking operations, institutional management and governance.
For the insurance segment, the appointment of former LIC and New India Assurance executives, along with a former IRDAI regulator, brings industry-specific and regulatory perspectives.
The appointments also fill the Chairperson vacancy that had existed since June 2026.
With the new leadership structure in place, the FSIB will continue its role in recommending candidates for key positions across India’s public sector banking, financial institution and insurance sectors.
