Chandigarh: The Haryana government on Thursday, August 20, 2026, issued three separate orders involving 19 IAS and HCS officers, bringing changes across several important departments and administrative institutions.
The first order transferred and posted 16 officers, including six IAS and 10 HCS officers, with immediate effect.
Under the second order, one IAS officer was given additional charge, while the third order assigned additional charge to another IAS officer and transferred one officer to a fresh assignment.
The reshuffle covers important areas including Civil Aviation, Sports, Science and Technology, School Education, Higher Education, Revenue and Disaster Management, Urban Local Bodies, AYUSH, welfare of SCs and BCs, cooperative institutions and district administration.
Vijay Singh Dahiya Gets Civil Aviation, Loses Sports Charge
Vijay Singh Dahiya (IAS:2001:HY), who is serving as Principal Secretary, School Education Department; Principal Secretary, Animal Husbandry Department; and Principal Secretary, Sports Department, has been given a new responsibility.
Dahiya has been relieved of the charge of the Sports Department and appointed Principal Secretary, Civil Aviation Department.
He will continue as Principal Secretary of the School Education and Animal Husbandry Departments, while taking charge of Civil Aviation.
The change gives the senior 2001-batch IAS officer responsibility for another key sector while the Sports Department moves to a different officer.

Amneet P Kumar Gets Sports Department
Amneet P Kumar (IAS:2001:HY) has been given the additional charge of Principal Secretary, Sports Department.
She will continue with her existing responsibilities as Principal Secretary, Department of Future and Principal Secretary, Foreign Cooperation Department.
Her appointment to the Sports Department follows the decision to relieve Vijay Singh Dahiya of the portfolio.
Rajiv Rattan Gets Science and Technology Charge
Rajiv Rattan (IAS:2008:HY) has been assigned the additional charge of Director General, Science & Technology, Haryana.
He will continue to hold his existing responsibilities as:
- Secretary, Personnel, Training & Parliamentary Affairs Department
- Director, Training (Ex-Officio)
- Inquiry Officer, Vigilance, Haryana
- Director General, Supplies & Disposals, Haryana
Rattan’s additional assignment comes with the latest restructuring of responsibilities in the state administration.
Sharandeep Kaur Brar Returns From Centre, Gets Warehousing Corporation
Sharandeep Kaur Brar (IAS:2009:HY) has been posted as Managing Director, Haryana State Warehousing Corporation, following her return from the Government of India.
She was earlier on central deputation, where she was serving as General Manager, Food Corporation of India.
Her return to the Haryana cadre has now been followed by a key institutional assignment in the state’s warehousing sector.
Munish Sharma Shifted to HSVP
Munish Sharma (IAS:2014:HY) has been transferred from his post as Secretary, Haryana Board of School Education, Bhiwani.
He has been posted as Administrator (HQ), Haryana Shehri Vikas Pradhikaran (HSVP), Panchkula.
The move shifts Sharma from the school education administration to the state’s urban development authority.
Deepak Babul Karwa to Head Haryana Board of School Education
Deepak Babul Karwa (IAS:2020:HY) has been transferred from his current assignment as Additional Deputy Commissioner-cum-District Citizen Resources Information Officer, Bhiwani and Charkhi Dadri.
He has now been posted as Secretary, Haryana Board of School Education, Bhiwani.
Karwa will replace Munish Sharma in the position.
HCS Officer Mamta Gets Dual Responsibilities
Mamta (HCS:2013), who was awaiting orders of posting, has been appointed Additional Director (Administration), Welfare of SCs & BCs, Haryana.
She has also been given the responsibility of Additional CEO, Haryana Parivar Pehchan Authority.
The dual assignment places her in charge of administrative responsibilities in the welfare sector as well as the state’s family identity and citizen database authority.
Meenakxee Raj Gets Revenue, Land Records Responsibilities
Meenakxee Raj (HCS:2013), who was serving as Secretary, HSVP, Panchkula, and Joint Secretary, Monitoring & Coordination Cell, Haryana, with charge of Samadhan Prakoshth, has been transferred.
She has been posted as Joint Secretary, Revenue & Disaster Management Department; Joint Secretary, Monitoring & Coordination Cell, Haryana, to look after Samadhan Prakoshth; and Additional Director, Consolidation of Land Holdings & Land Records, Haryana.
Her new assignment brings together responsibilities relating to revenue administration, disaster management, monitoring and coordination, and land records.
Virender Chaudhary Gets Urban Local Bodies Assignment
Virender Chaudhary (HCS:2013), who was serving as Additional Deputy Commissioner-cum-District Citizen Resources Information Officer, Kurukshetra, has been transferred.
He has been posted as Additional Director, Urban Local Bodies.
The appointment comes amid the state’s continuing focus on urban administration and municipal governance.
Deepak Kumar Posted as Joint Director in AYUSH
Deepak Kumar (HCS:2016), who was awaiting orders of posting, has been appointed Joint Director (Administration), AYUSH, Haryana.
His new assignment places him in the administrative wing of the state’s AYUSH department.
Jeetinder Joshi Shifted to Higher Education
Jeetinder Joshi (HCS:2020) has been transferred from his position as Joint Director (Administration), Elementary Education.
He has now been posted as Joint Director (Administration), Higher Education, and Deputy Secretary, Higher Education Department.
The transfer moves Joshi from elementary education administration to the higher education establishment.
Darshan Yadav Gets Manesar Municipal Corporation Charge
Darshan Yadav (HCS:2020), who was serving as Sub Divisional Officer (Civil), Manesar, has been transferred.
He has been posted as Joint Commissioner, Municipal Corporation, Manesar.
His previous SDO role will now be taken over by another officer in the reshuffle.
Jai Parkash Posted to Haryana Bhawan, New Delhi
Jai Parkash (HCS:2020), who was serving as Joint Director (Administration), Welfare of SCs & BCs, and Joint CEO, Haryana Parivar Pehchan Authority, has been transferred.
He has been posted as Joint Resident Commissioner, Haryana Bhawan, New Delhi.
The assignment will place him in charge of administrative responsibilities related to the state’s representation and coordination in the national capital.
Gulzar Malik Gets Zila Parishad Kaithal Charge
Gulzar Malik (HCS:2020), who was serving as Director, Cooperative Sugar Mills, Jind, has been transferred.
He has been posted as CEO, Zila Parishad Kaithal and CEO, District Rural Development Agency (DRDA), Kaithal.
The assignment moves him from the cooperative sugar sector to district-level rural development and local governance.
Neeraj Sharma Returns to Elementary Education Administration
Neeraj Sharma (HCS:2022), who was serving as Joint Director (Administration), Higher Education; Deputy Secretary, Higher Education Department; and Secretary (Legal), Haryana Staff Selection Commission, has been transferred.
He has been posted as Joint Director (Administration), Elementary Education, while continuing as Secretary (Legal), Haryana Staff Selection Commission.
Lokesh Moves to SDO Manesar
Lokesh (HCS:2023), who was serving as Joint Commissioner, Municipal Corporation, Manesar, has been transferred.
He has now been posted as Sub Divisional Officer (Civil), Manesar.
The move effectively swaps the administrative responsibilities at Manesar, with Darshan Yadav moving to the Municipal Corporation as Joint Commissioner.
Six IAS Officers Among Key Changes
The latest orders include six IAS officers at the senior administrative level.
The major IAS changes are:

- Amneet P Kumar (2001:HY): Gets additional charge of Principal Secretary, Sports.

- Munish Sharma (2014:HY): Shifted from Haryana Board of School Education to Administrator (HQ), HSVP.
- Deepak Babul Karwa (2020:HY): Appointed Secretary, Haryana Board of School Education, Bhiwani.
The IAS changes affect key portfolios ranging from civil aviation and sports to science and technology, warehousing and school education.
10 HCS Officers Also Reshuffled
The first order also covers 10 Haryana Civil Service (HCS) officers, with postings spread across revenue, urban local bodies, education, AYUSH, social welfare, rural development and administrative coordination.
The changes include both officers awaiting postings and those shifted from existing assignments.
The latest reshuffle also creates changes in the administrative chain at Manesar, with Darshan Yadav becoming Joint Commissioner of the Municipal Corporation and Lokesh moving to the SDO (Civil) post.
Broad Administrative Reallocation Across Haryana
The three orders together represent a broad reallocation of administrative responsibilities across Haryana.
While several officers have been transferred to new positions, the government has also relied extensively on additional-charge arrangements, allowing senior officers to take on new responsibilities alongside their existing portfolios.
The reshuffle covers departments and institutions dealing with education, civil aviation, sports, science and technology, warehousing, revenue, land records, urban governance, social welfare, healthcare and rural development.
The changes have been ordered with immediate effect, according to the government orders.
