In a landmark development, M Anusuya, a 35-year-old Indian Revenue Service (IRS) officer, has transitioned to a male identity, becoming Mr. M Anukathir Surya. This is the first recorded case of gender change within the Indian Civil Services, and the Ministry of Finance has formally recognized the change.
Official Recognition
The Ministry of Finance issued an order on July 9 confirming the transition: “The request of Ms. M Anusuya has been considered. Henceforth, the officer will be recognized as ‘Mr. M Anukathir Surya’ in all official records.” This decision underscores the government’s commitment to gender inclusivity within its bureaucratic framework.
Career and Educational Background
Mr. Surya, currently serving as the Joint Commissioner in the regional bench of the Customs, Excise, and Service Tax Appellate Tribunal (CESTAT) in Hyderabad, began his career as an Assistant Commissioner in Chennai in December 2013. He was promoted to Deputy Commissioner in 2018 and joined his current post last year.
Surya holds a Bachelor’s degree in Electronics and Communication from the Madras Institute of Technology in Chennai. He further enhanced his qualifications by earning a Postgraduate Diploma in Cyber Law and Cyber Forensics from the National Law Institute University in Bhopal in 2023.

This groundbreaking event aligns with the Supreme Court’s judgment in the National Legal Services Authority (NALSA) case on April 15, 2014, which recognized the third gender and affirmed that gender identity is a personal choice, irrespective of whether an individual undergoes Sex Reassignment Surgery (SRS).
