IAS Inderjeet Singh Empanelled as Joint Secretary at Centre; Brings Digital Governance Experience to Ministry of Culture

Rajasthan-cadre IAS officer Inderjeet Singh, currently serving as Director in the Ministry of Culture and overseeing the Gyan Bharatam Mission, has been empanelled for Joint Secretary-level posts at the Centre.

New Delhi: Inderjeet Singh, a 2010-batch Indian Administrative Service (IAS) officer of the Rajasthan cadre, has been empanelled for appointment to Joint Secretary-level posts in the Government of India. Singh is currently serving on central deputation as Director in the Ministry of Culture, where he is associated with the Gyan Bharatam Mission, a flagship initiative focused on India’s manuscript heritage.

The empanelment marks another step in Singh’s central government career after his move from Rajasthan, where he held several important administrative and technology-driven governance assignments.

Currently Serving in Ministry of Culture

Singh is presently serving as Director in the Ministry of Culture and looking after the Gyan Bharatam Mission.

The mission seeks to survey, document, conserve, digitize and disseminate India’s rich manuscript heritage. His role places him at the intersection of cultural preservation, technology and public administration, building on his experience in digital governance in Rajasthan.

The Central Government had earlier appointed Singh as Director in the Ministry of Culture, New Delhi, under the Central Staffing Scheme. The Department of Personnel and Training (DoPT) formally approved the appointment in an order issued on August 8, 2025.

He was appointed for a period of five years from the date of assuming charge or until further orders, whichever is earlier, and was directed to be relieved of his responsibilities in Rajasthan to take up the central assignment.

Extensive Administrative Experience in Rajasthan

A native of Punjab, Singh has held several significant positions in the Rajasthan government during his career. His assignments have covered areas ranging from industrial development and local administration to information technology and higher education.

Among his key postings, he served as Managing Director of RIICO (Rajasthan State Industrial Development and Investment Corporation), Commissioner of the Department of Information Technology, Director of Local Bodies, and District Collector in Jodhpur, Alwar, Chittorgarh and Dungarpur.

Before moving to the Ministry of Culture, Singh was serving as Special Secretary and Commissioner of the Department of Information Technology & Communication (DoIT&C) and Managing Director of RAJCOMP Info Services Ltd, Government of Rajasthan.

His tenure in the technology and e-governance sector was marked by initiatives aimed at strengthening digital public services and improving technology-led governance in the state.

Key Positions Held

Singh has also served in several other important administrative capacities, including:

  • Managing Director, RIICO
  • Commissioner, Rajasthan Housing Board
  • Commissioner, College Education
  • Additional Director, Industries Department

These assignments have given him experience across industrial development, housing, education, technology and public service delivery.

Princeton University-Educated Officer

Singh holds a Master’s degree in Public Policy from Princeton University, USA. His academic background in public policy, coupled with his administrative experience, has contributed to his work in governance reforms and digital transformation.

Over his decade-plus career in public service, he has developed a reputation for working on innovation, governance reform and technology-enabled public administration.

Recognition for Digital Governance

Singh’s work in digital governance has also received national recognition.

In September 2024, he was awarded the Silver Award at the 27th National Conference on e-Governance for the Rajkisan Saathi Phase-II initiative.

The initiative is a digital platform aimed at supporting farmers in Rajasthan through integrated technology-enabled services. The recognition highlighted Singh’s contribution to using digital platforms to improve public service delivery.

From State Governance to National Cultural Administration

His empanelment for Joint Secretary-level posts comes as Singh continues his assignment at the Ministry of Culture.

His transition from technology and governance-focused assignments in Rajasthan to cultural administration at the Centre represents a broader administrative role, particularly as the government seeks to combine technology with the preservation and promotion of India’s cultural heritage.

At the Ministry of Culture, his experience in digital transformation and policy implementation is expected to be relevant to efforts involving the digitisation and wider dissemination of India’s manuscript heritage under the Gyan Bharatam Mission.

Wife Neha Giri Also Serving at Centre

Singh’s wife, Neha Giri, is also a 2010-batch IAS officer and is serving on central deputation. She is currently posted as Director in the Ministry of Minority Affairs.

The couple’s simultaneous assignments at the Centre place two 2010-batch IAS officers in important Director-level positions across Union ministries.

Joint Secretary Empanelment

The empanelment makes Singh eligible for consideration for Joint Secretary or equivalent-level assignments in the Government of India.

His administrative experience in Rajasthan, particularly in technology-led governance and industrial development, along with his ongoing work in cultural administration, adds to his profile as he moves into the Joint Secretary empanelment pool at the Centre.
