Hyderabad: The Andhra Pradesh government has transferred IAS officer Vikas Marmat (2019 batch), who was serving as Project Director of the Kuppam Area Development Authority (KADA), following a controversy over an alleged altercation with police personnel at a pub in Bengaluru.
According to a government order issued by the General Administration Department on October 14, 2026, Marmat, a 2019-batch Indian Administrative Service officer, has been transferred with immediate effect. He has been directed to report to the department for further posting.
The Chittoor district collector and district magistrate has also been instructed to make arrangements for handing over the in-charge responsibilities at KADA.
The transfer comes amid scrutiny over an incident in Bengaluru in which Marmat and three other individuals were booked by the Cubbon Park police following an alleged confrontation with officers conducting a late-night inspection at a pub on Residency Road.
The development has drawn attention to the administrative response of the Andhra Pradesh government, particularly after Chief Minister N. Chandrababu Naidu reportedly sought a detailed report from Chief Secretary G. Sai Prasad regarding the incident.
What Happened at the Bengaluru Pub?
The incident reportedly occurred at around 1:30 a.m. on October 10, 2026, at a pub or bar and restaurant on Residency Road in Bengaluru.
According to reports, a police team was conducting late-night checks at bars and restaurants to verify customers’ identification documents and ensure that alcohol was not served to underage individuals.
During the verification drive, an argument allegedly broke out between police personnel and a group that included IAS officer Vikas Marmat.
According to a complaint filed by police inspector Arun Salunke, Marmat and his companions allegedly argued with the officers, abused them and obstructed them while they were carrying out their duties. Reports also alleged that police personnel were assaulted or threatened during the confrontation.
The incident subsequently led to the registration of a case at Bengaluru’s Cubbon Park police station.
The allegations against Marmat and the other accused have not been established in court. The registration of a police case does not, by itself, establish guilt.
Who Are the Three Others Booked in the Case?
Along with Marmat, three other individuals were booked in connection with the alleged confrontation. They were identified in reports as Abhay Uday Singh, Nitesh and Roshan.
Abhay Uday Singh has been described as a real estate businessman residing in Bengaluru’s Akshaynagar area, near Bannerghatta Road. Nitesh, reportedly a native of Bihar, is said to run a coaching centre for competitive examinations. Roshan was identified as a bouncer associated with the establishment.
The police case concerns the alleged conduct of the group during the late-night inspection. According to reports, Marmat was named as the primary accused, while the other three were listed as co-accused.
Some reports further stated that Marmat and his companions apologised for their behaviour the following morning. This detail has been reported in connection with the incident, but it does not determine the outcome of the police investigation.
Video of Alleged Altercation Circulates on Social Media
A video purportedly showing the confrontation subsequently circulated on social media, bringing the incident into wider public discussion.
The video and reports about the alleged confrontation drew attention because one of the individuals named in the case was a serving IAS officer posted in Andhra Pradesh.
However, the allegations must be assessed through the appropriate investigative and legal processes. The circulation of a video on social media does not, on its own, establish all the circumstances surrounding the incident or determine the responsibility of the individuals involved.
Chandrababu Naidu Seeks Report from Chief Secretary
The controversy reportedly prompted Andhra Pradesh Chief Minister N. Chandrababu Naidu to seek a detailed report from Chief Secretary G. Sai Prasad.
According to The Indian Express, the Chief Minister was concerned that the incident had brought unwarranted attention to the state’s bureaucracy. The state government was reportedly examining the circumstances surrounding the case to determine the appropriate administrative response.
The transfer order issued on October 14 confirms that Marmat has been moved from his position as Project Director of KADA and directed to report to the General Administration Department for further posting.
The supplied information does not establish that the transfer order itself constitutes a formal finding of misconduct or a final disciplinary penalty. Nor does it confirm a separate final decision on disciplinary proceedings. The transfer and the criminal case should therefore be treated as distinct developments.
Who Is IAS Vikas Marmat?
Vikas Marmat is a 2019-batch IAS officer of the Andhra Pradesh cadre. Before the transfer, he was serving as Project Director of the Kuppam Area Development Authority, which is associated with development activities in the Kuppam region of Chittoor district.
His transfer places him under the General Administration Department pending a further posting. The Chittoor district administration has been asked to arrange the handover of his responsibilities at KADA.
The incident in Bengaluru and the subsequent transfer have brought the officer under public scrutiny. However, any conclusions about alleged misconduct will depend on the findings of the investigation and any further proceedings initiated by the competent authorities.
