Indian Railways Gets 3 New General Managers as ACC Appoints Senior Officers; Dimpy Garg Named GM, East Central Railway

New Delhi: The Appointments Committee of the Cabinet (ACC) has approved the appointment of three senior Indian Railways officers as General Managers for the panel year 2026, assigning them to key leadership positions across the national transporter.

The appointments involve senior officers from the Indian Railway Service of Mechanical Engineers (IRSME) and the Indian Railway Accounts Service (IRAS), who will head important railway zones and training institutions.

Three Officers Elevated as General Managers

According to the ACC order, the following appointments have been approved:

• Dimpy Garg (IRSME:1990) has been appointed General Manager, East Central Railway (ECR), Hajipur.
• Vivek Khare (IRSME:1989) has been appointed General Manager, Northeast Frontier Railway (NFR), Guwahati.
• Richa Khare (IRAS:1992) has been appointed Director General, Indian Railways Institute of Financial Management (IRIFM), Secunderabad, a General Manager-level post.

Key Leadership Roles

As General Manager of East Central Railway, Dimpy Garg will head one of Indian Railways’ busiest freight-intensive zones, which plays a crucial role in coal transportation and passenger operations across eastern India.

Vivek Khare will lead the Northeast Frontier Railway, which is responsible for railway operations across the northeastern states and is at the forefront of expanding rail connectivity in the region.

Richa Khare, an officer of the Indian Railway Accounts Service, will head the Indian Railways Institute of Financial Management (IRIFM) at Secunderabad. The institute is responsible for training and capacity building in railway finance, accounts, auditing and financial management.

Strengthening Railway Leadership

The appointments are part of the regular senior-level postings approved by the Appointments Committee of the Cabinet for the panel year 2026. General Managers are responsible for overseeing railway operations, infrastructure development, safety, financial management and administrative functions within their respective zones and institutions.

With these appointments, Indian Railways continues to strengthen its senior leadership across operational zones and training establishments.
