New Delhi: Emphasising the need to equip institutions for the demands of a rapidly changing governance landscape, Union Minister Jitendra Singh on Friday said the government is expanding capacity-building initiatives to include scientists and academicians.
Speaking at the valedictory ceremony of Sadhana Saptah 2026, the minister highlighted the Centre’s efforts to strengthen institutional readiness through continuous learning and skill development.
Capacity Building Expanded to New Domains
Singh noted that the government is broadening the scope of training programmes beyond traditional administrative domains to include:
- Science administrators
- Academicians
- Emerging plans for parliamentarians and ministers
He said this reflects a holistic approach to governance preparedness, ensuring that all stakeholders are aligned with evolving policy and administrative requirements.

AI and Digital Tools Driving Future Governance
Highlighting the role of technology, Singh described artificial intelligence and digital tools as key enablers of future-ready governance.

to keep pace with the fast-changing governance ecosystem.
Technology Must Complement Human Judgement
While underlining the importance of technological adoption, the minister cautioned against over-reliance on automation.
“Technology must complement human judgement; integrity remains central to public service,” Singh said.
He stressed that ethical governance and integrity must remain at the core of administrative functioning, even as digital transformation accelerates.
Sadhana Saptah: A Major Capacity-Building Initiative
The Sadhana (Strengthening Adaptive Development and Humane Aptitude for National Advancement) Saptahhas emerged as one of the largest collaborative capacity-building efforts across India’s civil services ecosystem.
Singh noted that the government’s learning platforms have evolved significantly:
- From a basic interface
- To a widely used, scalable platform enabling large-scale participation
Focus on Continuous Institutional Learning
The minister emphasised that continuous engagement and skill enhancement are essential to prepare institutions for:
- Dynamic governance challenges
- Policy innovation
- Efficient service delivery
He added that the expansion of training initiatives signals the government’s commitment to building a future-ready administrative framework.
