Madras: The Tamil Nadu government has discontinued the Justice Kurian Joseph Committee on Union-State Relations, which was formed to examine Centre-State relations and protect the rights of states. The decision was announced through a government order dated November 6, 2026.
The government said that the committee’s responsibilities overlap with those of the Tamil Nadu State Law Commission. The decision brings the committee’s work to an immediate end.

The committee was established in April 2025 by the previous government led by former Chief Minister M.K. Stalin. It was headed by retired Supreme Court judge Justice Kurian Joseph.
According to the government order issued by the Public (Law and Order-F) Department on November 6, 2026, the committee was a non-statutory body.
The government stated that its responsibilities were considerably similar to those assigned to the Tamil Nadu State Law Commission. Therefore, it decided to discontinue the committee’s services with immediate effect.
Why Did The Tamil Nadu Government Discontinue Justice Kurian Joseph Committee
The main reason given by the government is the overlapping responsibilities of the two bodies. The Tamil Nadu State Law Commission was reconstituted on August 7, 2026. It was given a broad responsibility to examine Centre-State and inter-State relations, review existing laws and suggest improvements to the state’s legal and institutional system.
The government believes that the State Law Commission can handle the work previously assigned to the High-Level Committee.
The government order also directs the committee’s Secretary and Committee Officer to transfer all records and relevant documents to the Tamil Nadu State Law Commission immediately.
They must also inform the concerned authorities and submit a compliance report to the government.
What Was The Justice Kurian Joseph Committee
The DMK government established the three-member High-Level Committee in April 2025 to examine India’s federal structure and improve relations between the Union and state governments.
The committee aimed to study constitutional provisions, existing laws, government orders and administrative arrangements affecting state autonomy.
Its main objective was to examine how the constitutional rights of states could be protected and how Centre-State relations could be improved.
Members Of The High-Level Committee
The committee consisted of three members:
- Justice Kurian Joseph: Retired Supreme Court judge and Chairman of the committee.
- K. Ashok Vardhan Shetty: Retired IAS officer and former Vice-Chancellor of the Indian Maritime University.
- Professor M. Naganathan: Former Vice-Chairman of the Tamil Nadu State Planning Commission.
The committee was expected to study important constitutional and administrative issues affecting India’s federal system.
What Were The Major Recommendations Of The Committee
The committee submitted Part I of its report to former Chief Minister M.K. Stalin on February 16, 2026. The report was also presented in the Tamil Nadu Legislative Assembly.
The report examined several important issues related to India’s federal structure and state autonomy.
Some of its major recommendations included:
1. Fixed Time Limit For Governors
The committee recommended introducing mandatory timelines for Governors to take decisions on Bills passed by state legislatures.
This proposal aimed to reduce delays in the approval of state legislation.
2. Opposition To The One Nation, One Language Approach
The committee recommended rejecting the One Nation, One Language approach.
It highlighted the importance of protecting India’s linguistic diversity and respecting the rights of different states.
3. Changes In Constitutional Provisions
The report suggested reviewing constitutional provisions and making suitable changes to improve the balance of power between the Union and state governments.
4. Recommendations On Elections And Delimitation
The committee also examined election-related matters, territorial reorganisation and delimitation.
These issues are important because they can affect political representation and the distribution of power among states.
5. Education, Healthcare And GST
The report also covered education, healthcare and the Goods and Services Tax (GST) system.
It examined how these areas affect state responsibilities and financial autonomy.
Why Is This Decision Important
The decision is important because Centre-State relations are a major part of India’s federal system.
The Constitution distributes powers and responsibilities between the Union government and state governments. Issues such as the role of Governors, taxation, education, language and financial powers often lead to discussions about state autonomy.
The Justice Kurian Joseph Committee was created to study these issues and suggest improvements.
Its discontinuation means that its separate institutional role has ended. However, the transfer of its records to the State Law Commission provides a route for the material to remain available for further examination.
The key question now is whether the State Law Commission will continue the unfinished research and consider the recommendations already submitted.
