Hyderabad: In an unprecedented administrative decision, the Telangana government has appointed a non-IAS officer, K. Sarada, as the in-charge Secretary of the Telangana Social Welfare Residential Educational Institutions Society (TGSWREIS), marking the first such appointment in the institution’s history.
The order was issued on Monday, placing Sarada—currently Joint Secretary in the same organisation—in full additional charge of the Secretary post until a regular incumbent takes over.
First Non-IAS Appointment in TGSWREIS History
Traditionally, the post of Secretary at TGSWREIS has been held by senior officers from the IAS, IPS, or IFS cadres. Earlier appointments included officers such as IPS officer R.S. Praveen Kumar and IAS officers Ronald Rose and Dr. E. Naveen Nicolas.
However, this marks the first instance where a non-IAS officer has been given charge of the post.
Sarada, who comes from an academic background, will hold the position in an interim capacity.

Frequent Transfers and Bureaucratic Reluctance Behind Move
Since December 2023, after the Congress government came to power in Telangana, the society has seen repeated administrative changes, with at least six bureaucrats being posted as Secretary.
The last officer, B. Viziendira, reportedly could not continue in the role due to various reasons and proceeded on extended leave till May 15, prompting the government to assign interim charge to Sarada.
Officials indicated that reluctance among senior bureaucrats to take up the post, followed by extended leaves, contributed to the unusual appointment.
Link to Centralised Procurement Drive
One of the key reasons behind the appointment is believed to be the government’s push for centralised procurement of education kits across welfare societies and the school education department.
The initiative includes items such as:
- Books
- Uniforms
- Stationery
- Blankets
- Shoes and socks
Earlier, procurement was handled at the district level through collectors, with individual institutions managing tenders separately.
₹880 Crore Tender for Education Kits
The state government has issued a large-scale tender for 24 categories of education-related items, valued at approximately ₹880 crore for the academic year 2026–27.
According to reports, the selection process for agencies in seven categories has already been completed, marking significant progress in the centralised procurement initiative.

Under her leadership, she oversees a network of 289 residential institutions serving approximately 1.5 lakh students from marginalized communities. Her primary goal is to unlock student potential through interactive teaching and to provide high-quality English-medium education to children from Scheduled Caste backgrounds across Telangana.

The move is being seen as a practical administrative decision driven by operational requirements, especially in light of repeated transfers and temporary vacancies in leadership positions within TGSWREIS.
