Massive Security Plan: Meet the 4 IPS Officers Ensuring Safe Kanwar Yatra 2026 Across Uttarakhand and Uttar Pradesh

Millions of devotees will participate in Kanwar Yatra 2026. Meet the four IPS officers leading security across Haridwar, Muzaffarnagar, Meerut and Ghaziabad with an extensive plan involving surveillance, temporary police infrastructure and strict safety measures.

New Delhi: With millions of devotees expected to participate in Kanwar Yatra 2026, authorities in Uttarakhand and Uttar Pradesh have rolled out a comprehensive multi-layered security strategy to ensure the smooth and safe conduct of one of India’s largest annual religious pilgrimages. 

According to News 18 report, four senior IPS officers have been entrusted with securing the most critical stretches of the pilgrimage route, which runs from Haridwar through Muzaffarnagar, Meerut and Ghaziabad before extending towards Delhi, Haryana and Rajasthan.

The annual Kanwar Yatra will be held during the holy month of Sawan, from July 30 to August 28, 2026, when millions of Shiva devotees collect holy Ganga water from Haridwar and carry it on foot to their destinations.

Four IPS Officers Leading the Security Grid

The security framework is being led by:

  • Navneet Singh Bhullar (IPS:2015) – Senior Superintendent of Police (SSP), Haridwar
  • Sanjay Kumar Verma – SSP, Muzaffarnagar
  • Avinash Pandey (IPS:2015) – SSP, Meerut
  • J Ravindra Gaur (IPS:2005) – Police Commissioner, Ghaziabad

Each officer has been assigned responsibility for one of the most sensitive districts along the Kanwar route.

Navneet Singh Bhullar Tightens Safety Norms in Haridwar

Haridwar SSP Navneet Singh Bhullar (IPS:2015) has introduced strict safety regulations keeping in view the ongoing monsoon season.

Under the new guidelines:

  • Foot Kanwars cannot exceed 6 feet in height.
  • Decorative tableau Kanwars have been capped at 10 feet.

The restrictions aim to prevent electrocution from overhead high-tension power lines, especially during heavy rainfall when wet Kanwars increase the risk of accidental contact.

Police have stated that these measures are based on lessons learnt from previous incidents and will be strictly enforced throughout the pilgrimage.

Muzaffarnagar Focuses on Camps and Public Safety

Muzaffarnagar SSP Sanjay Kumar Verma has conducted extensive review meetings with Kanwar Seva Camp operators and district officials.

He has directed authorities to ensure every camp and route is equipped with:

  • Adequate lighting
  • Drinking water
  • Medical facilities
  • Firefighting equipment
  • CCTV surveillance

Temporary police stations are also being established along the pilgrimage route to strengthen law and order, while DJ operators have been instructed to comply with administrative guidelines during the Yatra.

Avinash Pandey Strengthens Surveillance in Meerut

Meerut SSP Avinash Pandey (IPS:2015) is overseeing district-wide security arrangements with an emphasis on continuous monitoring.

Originally from Lakhimpur Kheri, Pandey has previously served in:

  • Prayagraj during the Mahakumbh
  • Ghaziabad
  • Lucknow
  • Pilibhit
  • Mau

He has received both the Silver and Gold Commendation Disc for distinguished police service.

For Kanwar Yatra 2026, nine temporary police checkpoints have been established along the entire Kanwar route in Meerut to facilitate round-the-clock surveillance and rapid response.

J Ravindra Gaur Oversees Interstate Movement

J Ravindra Gaur (IPS:2005), Police Commissioner of Ghaziabad and former Police Commissioner of Agra, is supervising security along the crucial interstate routes connecting Uttar Pradesh with Delhi, Haryana and Rajasthan.

Known for his firm policing approach, Gaur has ordered enhanced surveillance across all major exit routes from Ghaziabad.

Security arrangements include:

  • Extensive CCTV monitoring
  • Regular field inspections
  • Crowd management measures
  • Traffic regulation
  • Continuous review of ground deployment

Multi-Layered Security Strategy

Authorities in Uttarakhand and Uttar Pradesh have jointly prepared a comprehensive security plan comprising:

  • Enhanced CCTV surveillance
  • Temporary police stations and checkpoints
  • Strict safety regulations
  • Improved medical facilities
  • Fire safety measures
  • Drinking water arrangements
  • Crowd and traffic management
  • Continuous monitoring by senior IPS officers

Officials believe the coordinated approach will ensure the month-long pilgrimage is conducted peacefully while providing a safe environment for millions of devotees travelling across the two states.
