With Kerala’s state assembly elections approaching next year, Chief Minister Pinarayi Vijayan has expressed serious concerns over delays in implementing his directives by IAS officers. To address this issue, he has instructed Chief Secretary Ms. Sarada Muraleedharan (1990-batch IAS officer) to formulate guidelines for ensuring the prompt execution of decisions.

Following the CM’s directive, the Chief Secretary has asked all department secretaries to compile a list of pending decisions that are yet to be implemented. Additionally, the Chief Minister has mandated that the Chief Secretary track the progress of decisions made by him and other ministers during secretaries’ meetings.
In response to the CM’s concerns, department secretaries have initiated efforts to expedite pending projects. Special instructions have been issued to the Revenue, Finance, and Law Departments to accelerate approvals, as delays in sanctions from these key departments have been cited as a major cause of slow implementation.
To ensure continuous progress, project updates will now be a permanent agenda item in secretaries’ meetings. Secretaries have also been directed to report any policy-related hurdles in executing directives from the CM or cabinet and work towards resolving them efficiently.
