Bhopal: In a major boost to Madhya Pradesh’s fisheries and aquaculture sector, the state government has signed a landmark investment agreement worth ₹7,430 crore with a leading Kuwait-based fisheries company. The agreement, formalized in the presence of Chief Minister Dr. Mohan Yadav, is expected to significantly enhance fish production, exports, and rural employment in the state.
Major International Investment Under Integrated Fisheries Policy 2026
The agreement has been signed under the Madhya Pradesh Integrated Fisheries Industry Policy 2026, aimed at attracting global investment and modernizing the state’s fisheries ecosystem.
The deal involves Kuwait’s leading fisheries company, Zabedi Al Kuwait Fisheries Company, and Kamdar’s Care, Indore, a cluster-based business organization supporting farmer producer groups and agri-business development.
Officials stated that this partnership marks a new chapter in international collaboration for Madhya Pradesh’s fisheries sector.
Infrastructure Development in Major Reservoirs
As part of the agreement, large-scale infrastructure development will be undertaken across key water bodies in the state, including:
- Indira Sagar Reservoir
- Bargi Reservoir
- Bansagar Reservoir
- Barna Reservoir
The project will focus on developing cage culture systems, along with backward and forward linkage infrastructure to support large-scale fish production and supply chain efficiency.
Massive Increase in Fish and Vegetable Production
The initiative is expected to significantly boost agricultural and allied production in the state:
- Approximately 4 lakh tonnes of additional fish production through cage culture
- Around 1.23 lakh tonnes of vegetables using aquaponics, hydroponics, and greenhouse farming systems
This integrated model aims to promote sustainable and modern farming practices alongside fisheries development.
Export Target of ₹6,000 Crore from Fisheries Sector
The Madhya Pradesh government has set an ambitious export target of approximately ₹6,000 crore in fisheries exports under this initiative.
The partnership is expected to strengthen the state’s position in international seafood markets while improving value-added processing and export infrastructure.
Employment Generation for 35,000 People
The project is projected to generate large-scale employment opportunities across the state:
- 15,000 direct jobs
- 20,000 indirect jobs
- Total: Around 35,000 employment opportunities
The government has emphasized that the initiative will directly benefit fishing communities and rural populations dependent on aquaculture-based livelihoods.
Strengthening Rural Economy and Fishermen Welfare
Chief Minister Dr. Mohan Yadav stated that the state government is committed to enhancing farmer and fisher welfare through diversified income sources such as animal husbandry and fisheries.
He highlighted that Madhya Pradesh has vast water resources and reservoirs, which present immense potential for fisheries development and food security enhancement.
Madhya Pradesh Emerging as Fisheries Investment Hub
The agreement is expected to position Madhya Pradesh as a leading hub for fisheries investment and exports in India. The Kuwait-based company reportedly operates in over 10 countries with a strong presence in premium food products, canned goods, and spices.
Kamdar’s Care, Indore, is known for supporting farmer producer organizations (FPOs) and promoting agribusiness expansion, with recognition under Startup India initiatives.
High-Level Presence During Agreement Signing
The signing ceremony took place at the Chief Minister’s residence in Bhopal (Samatva Bhavan), attended by senior officials and dignitaries, including:
- Minister of Fisheries Development (Independent Charge)
- State legislators
- Senior bureaucrats from the Chief Minister’s Office
- Representatives from Kuwait’s agriculture and fisheries authorities
- Investment advisors and industry experts
The ₹7,430 crore international fisheries investment marks a transformative step for Madhya Pradesh’s blue economy. With large-scale infrastructure development, increased production targets, export expansion, and significant job creation, the initiative is set to reshape the state’s fisheries landscape and strengthen its global competitiveness.
