Chandigarh: The Ministry of Home Affairs (MHA) has approved the promotion of 15 Haryana Police Service (HPS) officers to the Indian Police Service (IPS) cadre. The appointments have been made under Rule 9(1) of the Indian Police Service (Recruitment) Rules, 1954, read with Regulation 9(1) of the IPS (Appointment by Promotion) Regulations.
The approval was issued through a notification dated May 21, marking a significant cadre elevation for senior HPS officers selected across multiple years.
List of HPS Officers Promoted to IPS
The following HPS officers have been approved for induction into the IPS cadre:
- Rajeev Deswal
- Mukesh Kumar (Select List 2020)
- Dharambir Singh
- Baljinder Singh
- Jaibir Singh (Select List 2021)
- Dhyan Singh Poonia
- Tahir Hussain
- Rajesh Kumar (Select List 2022)
- Ravinder Kumar (Select List 2023)
- Narinder Singh
- Vijay Singh
- Siddharth Dhanda (Select List 2024)
- Mamta Kharb
- Karan Goel
- Sandeep Kumar (Select List 2025)
These officers will now be inducted into the IPS cadre as per the promotion process governed by UPSC recommendations and central regulations.
Provisional Inclusion of Two Officers in Select Lists
Two HPS officers have been included on a provisional basis in different select lists, subject to clearance of pending proceedings and eligibility conditions.
Sumer Singh – Select List 2020 (Provisional Inclusion)
Sumer Singh has been provisionally included in the 2020 select list by the UPSC. His promotion will depend on the outcome of disciplinary proceedings pending against him.
Although he retired in August 2025 at the age of 58, he remains eligible for consideration under promotion rules because he did not attain the age of 54 on January 1, 2020, the year the select list was prepared.
Tanya Singh – Select List 2025 (Provisional Inclusion)
Tanya Singh has also been provisionally included in the 2025 select list. Her promotion to IPS is subject to:
- Clearance of disciplinary proceedings
- Outcome of criminal proceedings
- Grant of integrity certificate by the state government
Officials clarified that such provisional inclusion does not guarantee promotion unless all conditions are fulfilled.
Rules Governing IPS Promotion by Selection
The IPS promotion process from state police services is governed by central regulations. Officers are selected based on:
- Merit and seniority
- Service record evaluation
- Availability of vacancies in the IPS cadre
- Approval by UPSC and the Central Government
Provisional inclusion is used in cases where an officer is otherwise suitable but is facing pending inquiries or legal proceedings.
Retired Officers Not Considered for Promotion
The notification also clarified that four retired HPS officers were not considered for IPS induction because they had crossed the prescribed age threshold.
These include:
- Suresh Kumar
- Virender Singh
- Krishan Kumar
- Raj Kumar Walia
They were found ineligible as they had attained the age of 54 on January 1 of the relevant select list year, as required under promotion norms.
Validity of Select Lists and Final Timeline
Officials noted that the select lists for IPS promotion remain valid until December 31, 2026. This means that:
- Provisional candidates may still be regularised if cleared
- State governments can send proposals for confirmation within the validity period
- UPSC can convert provisional inclusion into unconditional selection upon exoneration
