Who Is IFS Muanpuii Saiawi? Senior Diplomat Accredited as India’s High Commissioner to 4 Countries

IFS officer Saiawi, currently India’s High Commissioner to New Zealand, has been concurrently accredited as the next High Commissioner to Niue, with residence in Wellington. She also holds concurrent accreditation to Samoa and the Cook Islands.

New Delhi: Muanpuii Saiawi (IFS: 2005), presently serving as the High Commissioner of India to New Zealand, has been concurrently accredited as the next High Commissioner of India to Niue, with residence in Wellington.

The accreditation was announced on August 21, 2026, adding another Pacific Island nation to her diplomatic responsibilities.

Saiawi was appointed High Commissioner of India to New Zealand on January 19, 2026, when she was serving as Joint Secretary in the Ministry of External Affairs (MEA).

Her latest assignment comes as India continues to strengthen its diplomatic engagement with Pacific Island countries, with increasing emphasis on development cooperation, climate change, capacity building and political engagement in the region.

Saiawi Also Accredited to Samoa and Cook Islands

Niue is not Saiawi’s only concurrent diplomatic responsibility in the Pacific.

She was earlier concurrently accredited as the next High Commissioner of India to the Independent State of Samoaon June 23, 2023, with residence in Wellington.

More recently, on May 29, 2026, she was concurrently accredited as the next High Commissioner of India to the Cook Islands.

With the latest accreditation to Niue, Saiawi is now entrusted with India’s diplomatic representation in multiple Pacific Island countries while continuing to reside in Wellington.

The arrangement allows India to manage diplomatic engagement with several Pacific Island nations through its mission in New Zealand.

Who Is IFS Muanpuii Saiawi?

Muanpuii Saiawi is a 2005-batch Indian Foreign Service officer with more than two decades of experience in Indian diplomacy.

She is currently India’s High Commissioner to New Zealand, a position she assumed in March 2026.

Over her career, Saiawi has developed expertise in multilateral diplomacy, international security, cyber diplomacy, disarmament and emerging technologies.

Her assignments have included important responsibilities at the Ministry of External Affairs as well as diplomatic postings across the Asia-Pacific and West Asia.

From Mizoram to Indian Diplomacy

Saiawi hails from Aizawl, Mizoram, and comes from a family with a strong public service background.

She is the daughter of the late Lalhmingliana Saiawi, who was among the early IAS officers from the Mizo community and was also a noted novelist.

Saiawi completed her schooling at St. Anne’s High School before graduating from St. Xavier’s College, Mumbai.

Her academic and competitive record was notable even before she joined the IFS. She had qualified for the Indian Audit and Accounts Service in 2003 and the Indian Revenue Service in 2004, before subsequently entering the Indian Foreign Service.

During her diplomatic training, she received the Ambassador Bimal Sanyal Gold Medal for Best Officer Trainee.

Key Role in Disarmament and International Security

Saiawi has held several important assignments at the headquarters of the Ministry of External Affairs in New Delhi.

From September 2022 to March 2026, she served as Joint Secretary in the Disarmament and International Security Affairs Division.

The assignment placed her at the centre of India’s engagement on international security and strategic issues.

She was also associated with the Cyber Diplomacy and New Emerging & Strategic Technologies Division, where she served as Joint Secretary between 2022 and 2023.

Her responsibilities included contributing to India’s positions on international security, emerging technologies, cyber governance and other strategic issues.

Chaired UN Group of Governmental Experts

Saiawi has represented India at several international forums and has held important multilateral responsibilities.

She chaired the 2022 United Nations Group of Governmental Experts on the Register of Conventional Arms, highlighting her experience in multilateral negotiations and international security diplomacy.

The role reflected her involvement in global discussions on conventional arms and international security.

Her experience in disarmament and emerging technologies has been an important part of her diplomatic profile.

Diplomatic Assignments Across Asia-Pacific

Throughout her career, Saiawi has served in several strategically important countries.

During her posting in Israel, she served as Counsellor and handled press, information, culture and tourism.

In Japan, she served as First Secretary with responsibilities relating to information, education and cultural affairs.

She also served in the Republic of Korea, contributing to India’s diplomatic engagement with Northeast Asia.

These assignments gave her experience in political diplomacy, public diplomacy, cultural outreach and strategic affairs.

Her current posting in New Zealand and additional accreditation to Pacific Island nations further builds on her extensive Asia-Pacific experience.

Focus on Pacific Island Nations

Saiawi’s latest accreditation comes as India continues to deepen engagement with the Pacific Island countries.

The region has acquired growing strategic importance because of its relevance to maritime security, climate change, development cooperation and broader geopolitical developments.

India has sought to strengthen partnerships with Pacific Island nations through areas including:

  • Development partnerships and capacity building
  • Climate change cooperation
  • Healthcare and education initiatives
  • Digital and technological cooperation
  • Political and diplomatic engagement

The concurrent accreditation of a senior diplomat to several Pacific Island countries enables India to maintain sustained engagement while operating through its mission in Wellington.

High Commissioner to New Zealand Since 2026

Saiawi was appointed High Commissioner of India to New Zealand on January 19, 2026, while serving as Joint Secretary in the MEA.

She assumed charge in March 2026.

New Zealand is an important partner for India in the Indo-Pacific, with cooperation spanning trade, education, people-to-people relations, technology, security and wider regional issues.

Her posting has therefore placed her at an important diplomatic mission at a time when India’s engagement with the wider Pacific is expanding.

Niue: Saiawi Gets New Diplomatic Responsibility

The latest decision to concurrently accredit Saiawi to Niue expands India’s diplomatic outreach in the Pacific.

Niue is a self-governing island country in free association with New Zealand. Saiawi will handle the responsibility from Wellington, in line with the concurrent accreditation arrangement.

Her appointment is expected to provide continuity to India’s diplomatic engagement with Niue while allowing the country to leverage its existing diplomatic presence in New Zealand.

Personal Interests and Cultural Diplomacy

Beyond her professional responsibilities, Saiawi is a trained pianist and has a keen interest in music and travel.

Her interests have also complemented her involvement in cultural diplomacy and people-to-people engagement during her overseas assignments.

She is married to a fellow diplomat who currently serves as India’s Ambassador to Vietnam, and the couple has a daughter.

Expanding India’s Diplomatic Footprint in the Pacific

The latest accreditation of Muanpuii Saiawi to Niue adds another responsibility to her already significant diplomatic portfolio.

With concurrent accreditation to Samoa, the Cook Islands and now Niue, alongside her primary role as India’s High Commissioner to New Zealand, Saiawi has been entrusted with a broad mandate across the Pacific.

Her background in international security, disarmament, cyber diplomacy, emerging technologies and multilateral affairs, combined with her diplomatic experience across the Asia-Pacific, gives her a wide-ranging profile for the assignment.
