Chandigarh: The Punjab government, led by Chief Minister Bhagwant Mann, has announced the removal of water cess (water charges) levied on irrigation water supplied through canals. The decision aims to reduce the financial burden on farmers and strengthen the agricultural economy in the state.
Officials said the move is expected to directly benefit lakhs of farmers across Punjab by lowering the cost of farming and improving overall profitability in agriculture.
Water Cess on Canal Irrigation Withdrawn
Under the new decision, the water cess charged on government-provided irrigation water has been completely abolished. The cess was earlier collected for supplying canal water under state-run irrigation projects.
The state government said the step was taken in response to long-standing demands from farmer organizations seeking relief from additional irrigation costs.
Major Relief for Punjab Farmers
The Punjab government stated that the decision is part of its broader effort to support the farming community and improve their economic condition.
By removing the water cess, the government aims to:
- Reduce cost of cultivation
- Improve farmer income
- Strengthen irrigation access
- Support sustainable agriculture practices
Government’s Focus on Farmer Welfare Initiatives
The Mann-led government highlighted several earlier initiatives aimed at supporting agriculture, including:
- Subsidies on BT cotton

- Highest procurement price for sugarcane
- Subsidized machinery for stubble management
Officials said these measures collectively reflect the state’s commitment to improving farmers’ welfare.
A Step Towards Strengthening Agriculture Sector
The Punjab government reiterated that its policies are focused on making agriculture more sustainable and profitable. The removal of water cess is being seen as another key step in this direction, aimed at providing immediate financial relief to farmers.
