New Delhi/Chicago: The 1991-batch Kerala cadre senior IAS officer Dr. Raju Narayana Swamy, widely known as Kerala’s anti-corruption crusader and one of India’s most accomplished civil servants, has added another milestone to his literary journey with the release of his 37th book, Intellectual Property Rights: Musings of an Amateur Enthusiast.

The book, which explores a wide range of contemporary issues in the field of Intellectual Property Rights (IPR), was released by Somnath Ghosh, Consul General of India in Chicago, during a function held in the US city.

A Comprehensive Look at Intellectual Property Rights

The latest work delves into several important aspects of the evolving intellectual property landscape.

Among the key themes covered in the book are:

  • Patent misuse and abuse.
  • The interface between Artificial Intelligence (AI), Blockchain and Intellectual Property.
  • Performers’ Rights.
  • Utility Models.
  • Patentability criteria across different jurisdictions.
  • Comparative analysis of landmark judicial decisions on intellectual property rights from around the world.

Released in Chicago

The book was formally released by Somnath Ghosh, Consul General of India in Chicago, during a literary event attended by members of the Indian community and professionals interested in law, innovation and public policy.

The launch marks another significant contribution by Dr. Swamy to legal scholarship, particularly in the field of intellectual property.

37th Book by the IAS Officer

This is the 37th book authored by Dr. Swamy, who has earned recognition not only as a distinguished civil servant but also as an accomplished writer across multiple genres.

His earlier works include:

  • “Shantimanthram Muzhangunna Thazhvarayil”, a travelogue that received the Sahitya Akademi Award.
  • “Neelakkurinji: Oru Vyazhavattathile Vasantham”, which won the Kerala State Award for Children’s Literature.

His writings span travel, literature, governance, law and public policy.

Recognised for Scholarship and Public Service

Dr. Swamy has consistently remained in the spotlight for his contributions to governance, electoral administration, anti-corruption efforts and legal scholarship.

He recently made headlines for performing a record 38 assignments as Central Observer for the Election Commission of India, including serving as an International Observer during the 2018 Zimbabwe Elections.

In 2021, he was awarded the prestigious Leonardo da Vinci Fellowship by the Center for Intellectual Property and Innovation Policy at George Mason University, recognising his academic work in intellectual property law.

Over the years, Dr. Swamy has received several prestigious national and international honours.

Among them are:

  • Satyendra K. Dubey Memorial Award (2018), conferred by IIT Kanpur for his fight against corruption.
  • Homi Bhabha Fellowship in Cyber Law, placing him among an elite group of scholars and researchers.

These recognitions reflect both his administrative integrity and academic excellence.

Dr. Raju Narayana Swamy possesses an exceptional academic record.

  • B.Tech in Computer Science and Engineering from IIT Madras.
  • All India Rank 1 in the 1991 Civil Services Examination.
  • Ph.D. in Law from Gujarat National Law University.
  • Postgraduate Diploma in Law from the National Law School of India University (NLSIU), Bengaluru, awarded with a Gold Medal.
  • LL.M. from National Law University, Delhi, also completed with a Gold Medal.
