Patna: The Bihar government has carried out a major administrative reshuffle, transferring 10 Indian Administrative Service (IAS) officers and 11 Bihar Administrative Service (BAS) officers while assigning additional charge to another senior officer. The reshuffle, notified by the General Administration Department, is aimed at strengthening governance, improving administrative efficiency and accelerating implementation of development programmes across the state.
The changes include appointments to key positions in the Urban Development, Industries, Education, Tourism and Food Processing departments, besides the appointment of new Deputy Development Commissioners (DDCs) in seven districts.
10 IAS Officers Get New Postings
The state government has issued the following IAS transfers:
- Sanjay Kumar, Officer on Special Duty (OSD), State Election Commission, has been appointed Additional Secretary, Urban Development and Housing Department.
- Manoranjan Kumar, Director (Administration), Education Department, has been posted as Director, Science, Technology and Technical Education Department.
- Dr. Gagan, Managing Director, Bihar State Warehousing Corporation, has been appointed Municipal Commissioner, Gaya Municipal Corporation.
- Vidu Bhushan Choudhary, Additional Secretary, Information and Public Relations Department, has been transferred as Additional Secretary, Industries Department.
- Kritiyanand Ranjan, Additional Secretary, Transport Department, has been appointed Municipal Commissioner, Nalanda.
- Manoj Kumar, Additional Secretary, Urban Development and Housing Department, has been transferred as Additional Secretary, Industries Department.
- Hemant Kumar Singh, Additional Secretary, Youth, Employment and Skill Development Department, has been appointed Secretary, Bihar Public Service Commission (BPSC).
- Sara Ashraf, Deputy Development Commissioner-cum-Chief Executive Officer, Zila Parishad, Supaul, has been posted as Director, Food Processing, Industries Department.
- Nishant Singhara, Sub-Divisional Officer (Sadar), East Champaran (Motihari), has been appointed Deputy Development Commissioner-cum-Chief Executive Officer, Zila Parishad, Muzaffarpur.
- Shahid Parvez has been appointed Special Secretary, Urban Development Department.

Additional Charge Assigned
Apart from the transfers, Pradeep Singh, Joint Secretary, Tourism Department, has been given the additional charge of Additional Managing Director, Bihar State Tourism Development Corporation.
New DDCs Appointed in Seven Districts
In another significant move, the government has appointed new Deputy Development Commissioners (DDCs) in seven districts. Each DDC will also function as the Chief Executive Officer (CEO) of the respective Zila Parishad, strengthening district-level implementation of development schemes.
The newly appointed DDCs are:
- Sanjay Kumar – Sheohar
- Kumari Anupam Singh – Aurangabad
- Rakesh Kumar – Sheikhpura
- Aditya Kumar Piyush – Jehanabad
- Indraveer Kumar – Supaul
- Nishant Singhara – Muzaffarpur (DDC-cum-CEO, Zila Parishad)
One additional district-level appointment has also been made as part of the reshuffle.
The appointments are expected to improve monitoring and execution of district development projects.
11 BAS Officers Also Get New Responsibilities
The Bihar government has also transferred 11 Bihar Administrative Service (BAS) officers.
Among the key postings:
- Abhishek Anand has been appointed District Transport Officer, Purnia.
- Kumar Gaurav has been posted as Sub-Divisional Officer (SDO), Jhanjharpur.
- Anand Utsav has been appointed SDO, Muzaffarpur East.
Other newly promoted BAS officers have also been assigned important district and departmental responsibilities.
Focus on Governance and Development
The latest reshuffle reflects the government’s effort to place experienced as well as newly promoted officers in crucial administrative positions to improve governance and public service delivery.
According to officials, the appointments are expected to strengthen:
- Urban administration.
- Municipal governance.
- District-level development.
- Industrial promotion.
- Tourism.
- Technical education.
- Food processing.
- Public recruitment administration.
Officers Asked to Join Immediately
The General Administration Department has directed all transferred officers to assume charge of their new assignments without delay to ensure continuity in governance and avoid disruption in administrative work.
The reshuffle is expected to provide fresh momentum to development programmes and improve coordination between departments and district administrations across Bihar.
