Guwahati: REC Ltd., the nodal agency for the Government of India’s Revamped Distribution Sector Scheme (RDSS), organized a two-day Quality Assurance Workshop in Guwahati on July 2–3. The workshop focused on improving the quality, compliance, and execution standards of power distribution projects across Northeast India.
Northeast DISCOMs Participate in Key Capacity-Building Programme
The workshop brought together officials from all major northeastern power distribution companies, including:
- Assam
- Arunachal Pradesh
- Meghalaya
- Nagaland
- Manipur
- Mizoram
- Tripura
The programme aimed to enhance coordination among DISCOMs and strengthen the implementation of RDSS projects in line with national quality standards.

Focus on Quality, Compliance, and Project Execution Standards
A key objective of the workshop was to improve understanding of quality assurance mechanisms and ensure timely, efficient project execution under RDSS.
Technical sessions covered important topics such as:
- Quality inspection and monitoring systems
- Standard Bidding Document (SBD) guidelines
- Geo-tagging of project assets
- Defect identification and rectification processes
- Maintaining execution standards in infrastructure works
Experts also shared practical insights to help field teams reduce errors and improve project delivery outcomes.
Field Visits to RDSS Project Sites and Storage Facilities
As part of hands-on learning, participants visited RDSS project sites and storage facilities in the region. They:
- Observed ongoing infrastructure works
- Studied best practices in construction and quality control
- Reviewed planning and monitoring techniques
- Assessed material handling and execution processes
These site visits helped officials understand real-time challenges and identify areas for improvement in project implementation.
Senior Officials and Technical Experts Participate
The workshop saw participation from senior officials and experts, including:

- Mr. Yogendra Singh, General Manager & HoD (PMD–Quality), REC Ltd.

- Mr. Aurabind Pal, Manager, REC Regional Office Guwahati
Officials from DISCOMs, turnkey contractors (TKCs), third-party quality monitoring agencies (TPQMAs), and project management agencies (PMAs) also actively participated.
Strengthening Collaboration Across Power Sector Stakeholders
The workshop served as a collaborative platform for stakeholders to share experiences, discuss operational challenges, and improve coordination in RDSS project execution.
Participants highlighted the importance of regular training and knowledge-sharing sessions to ensure consistent quality across infrastructure projects in the power distribution sector.
