REC Signs Agreement with RITES to Ensure Quality Checks of Power Transformers Under RDSS 

RITES will serve as REC's Third-Party Quality Monitoring Agency (TPQMA), conducting pre-dispatch inspections of power transformers under the Revamped Distribution Sector Scheme (RDSS) to enhance quality and reliability of power distribution infrastructure.

Bihar: REC Ltd., a Maharatna Public Sector Enterprise under the Ministry of Power, has signed a contract with RITES Ltd., a Schedule ‘A’ Central Public Sector Enterprise (CPSE) under the Ministry of Railways, to strengthen quality assurance mechanisms under the Revamped Distribution Sector Scheme (RDSS).

The agreement marks another significant step toward ensuring the deployment of high-quality power infrastructure under the Government of India’s power distribution modernization initiative.

RITES Appointed as Third-Party Quality Monitoring Agency

Under the contract, RITES Ltd. will act as REC’s Third-Party Quality Monitoring Agency (TPQMA) for conducting Pre-Dispatch Inspection (PDI) of power transformers that will be deployed across Bihar and Uttar Pradesh under the RDSS.

The appointment aims to ensure that power transformers meet prescribed quality standards before dispatch, helping improve the reliability, efficiency, and performance of the electricity distribution network in the two states.

Contract Signed at REC Corporate Office

The agreement was signed at REC’s Corporate Office in Gurugram by Sh. Yogendra Singh, General Manager & Head of Department (PMD Quality), REC, and Sh. Akshaya Kumar Swain, Additional General Manager, RITES Ltd.

Senior officials from both REC and RITES were present during the signing ceremony, highlighting the importance of the collaboration in strengthening quality assurance under the RDSS.

Strengthening Quality Assurance Under RDSS

The collaboration focuses on enhancing quality control through independent third-party inspections before power transformers are dispatched for installation.

By leveraging RITES’ expertise in inspection, engineering, and quality monitoring, REC aims to ensure that equipment supplied under the RDSS complies with technical specifications and performance standards. This is expected to improve project execution, reduce equipment failures, and support the modernization of India’s power distribution infrastructure.

Focus on Bihar and Uttar Pradesh

As part of the agreement, RITES will carry out Pre-Dispatch Inspection (PDI) of power transformers that are scheduled for deployment across Bihar and Uttar Pradesh.

These inspections will help verify manufacturing quality and technical compliance before the transformers are delivered, supporting the successful implementation of the RDSS in both states.
