Chennai/New Delhi: Putting to rest speculation over the possible repatriation of Union Electronics and Information Technology Secretary Dr. S Krishnan (IAS: 1989: Tamil Nadu) to head the Tamil Nadu bureaucracy, the state government has decided to seek an extension of service for incumbent Chief Secretary Dr. M Sai Kumar (IAS: 1990: Tamil Nadu).
The move signals the Tamil Nadu government‘s preference for administrative continuity at the highest level rather than bringing back a senior officer from central deputation.
Tamil Nadu Seeks Three-Month Extension
The Tamil Nadu government on Friday (June 19, 2026) decided to approach the Union government seeking a three-month extension for Chief Secretary M Sai Kumar, who is due to retire on August 31, 2026.
The proposal has been sent to the Centre for approval. If cleared, Sai Kumar will continue as the state’s top bureaucrat beyond his scheduled date of superannuation.
The development effectively rules out the possibility of S Krishnan being repatriated from the Centre to assume charge as Chief Secretary, a possibility that had been discussed in administrative circles in recent months.
Administrative Continuity Behind the Move
Sources indicate that the state government is keen to maintain continuity in governance and administration, especially at a time when several major development, infrastructure and welfare initiatives are underway.
Sai Kumar has been serving as Chief Secretary since April 8, 2026, when he was appointed to the post by the Election Commission during the enforcement of the Model Code of Conduct.
He replaced N. Muruganandan (IAS: 1991: Tamil Nadu), who was serving as Chief Secretary at the time.
Since taking charge, Sai Kumar has overseen key administrative functions and coordination across departments, making him a natural choice for continuation, according to officials familiar with the decision.
Sai Kumar’s Administrative Journey
A seasoned administrator, Dr. M Sai Kumar has held several important assignments during his career spanning more than three decades.
Among his notable postings are:
- District Collector of Dharmapuri
- District Collector of Virudhunagar
- Secretary, Public Works Department
- Chairman and Managing Director of the erstwhile Tamil Nadu Generation and Distribution Corporation (TANGEDCO)
- Principal Secretary-I to former Chief Minister Edappadi K. Palaniswami between 2018 and 2021
His experience across infrastructure, power, public administration and governance has earned him a reputation as one of Tamil Nadu’s most experienced bureaucrats.
Born on August 31, 1966, Sai Kumar belongs to the 1990 batch of the IAS and holds Graduate, M.A. and M.Phil. degrees. He is proficient in English, Hindi and Telugu.
Second Chief Secretary in Recent Years to Receive Extension?
If the Union government approves the proposal, Sai Kumar will become only the second Tamil Nadu Chief Secretary in recent years to receive an extension after reaching the age of superannuation.
The last such instance occurred during the COVID-19 pandemic.
In June 2020, the then Chief Secretary K. Shanmugam (IAS: 1985, Retired) was granted two successive extensions of three months each beyond his retirement date to ensure continuity in administration during the public health crisis.
Officials point out that while extensions to Chief Secretaries are uncommon, they are permitted under exceptional circumstances with the approval of the Centre.
Why S Krishnan Is Unlikely to Return
The latest decision also settles speculation surrounding the future of S Krishnan, one of the senior-most IAS officers of the Tamil Nadu cadre currently serving in the Union government.
Krishnan has been serving as Secretary, Ministry of Electronics and Information Technology (MeitY) since September 2023 and remains a key figure in the Centre’s digital governance and technology agenda.
Born on June 29, 1967, the 1989-batch IAS officer holds a degree in History and a postgraduate degree in Economics.
Throughout his distinguished career, he has served in multiple senior roles including:

- Managing Director
- Deputy Secretary
- Assistant Collector
Known for his expertise in public policy, economics, digital governance and administrative reforms, Krishnan’s tenure at MeitY is currently scheduled to continue until June 2027.
Given the strategic importance of the ministry and his ongoing responsibilities related to India’s digital transformation initiatives, semiconductor mission and electronics manufacturing programmes, his repatriation appears highly unlikely.
Awaiting Centre’s Approval
The final decision on the proposed extension now rests with the Union government.
Should the Centre grant approval, M Sai Kumar will continue to serve as Tamil Nadu Chief Secretary beyond August 2026, ensuring continuity in the state’s administrative leadership while postponing the search for a successor.
The development underscores the state government’s confidence in Sai Kumar’s leadership and its preference for stability at the apex of the bureaucracy.
