Hyderabad: The Telangana State Commission for Scheduled Castes and Scheduled Tribes has sought a detailed report from Director General of Police C.V. Anand, a 1991-batch IPS officer of the Telangana cadre, over allegations of assault, intimidation and inappropriate conduct by police personnel against BRS legislators at the Telangana Assembly on September 7.
The Commission, headed by chairman Bakki Venkataiah, has directed the DGP to submit a comprehensive report within 48 hours. It has also sought an action-taken report and relevant evidence, including CCTV footage and other video recordings, in connection with the incident.
BRS Legislators Approach SC/ST Commission
The action followed a representation submitted by BRS legislators Kova Lakshmi, Anil Jadhav, Manik Rao and Vijayudu.

According to the complaint, the legislators were allegedly stopped by police while attempting to enter the Assembly to attend the session. They alleged that police personnel abused and physically manhandled them, with some legislators reportedly sustaining injuries that required medical attention.
The legislators also alleged that police insisted that they remove their black T-shirts before being allowed to enter the Assembly premises. The BRS members had been wearing black shirts as part of their protest against the Congress government’s performance during its 1,000 days in office.
Commission Seeks Evidence and Inquiry
The SC/ST Commission has directed the police chief to conduct an immediate and impartial inquiry into the allegations.
The Commission has sought:
- A detailed report on the alleged police action against the legislators.
- An action-taken report within 48 hours.
- CCTV footage and other available video recordings.
- Examination of evidence relating to the alleged injuries and mistreatment.
- Details of action taken against any officials found responsible.
The Commission said the allegations raised concerns regarding the dignity, safety and rights of legislators belonging to SC/ST communities.
High Drama at Assembly Gate
The incident occurred on the opening day of the Telangana Assembly’s Monsoon Session. BRS legislators wearing black T-shirts with slogans protesting the Congress government’s record were stopped from entering the Assembly premises, leading to heated exchanges and a confrontation with police.
BRS leaders alleged that police used excessive force during the confrontation. Separately, the Telangana High Court directed the police not to prevent BRS legislators from entering the Assembly and took note of allegations concerning police conduct during the incident.
The allegations made by the BRS legislators are subject to the inquiry sought by the SC/ST Commission.
