Lucknow: Uttar Pradesh Chief Minister Yogi Adityanath has issued a series of major directives aimed at strengthening labour welfare, skill development, and employment generation across the state. The initiatives focus on expanding child education support schemes, enhancing digital service delivery systems, improving industrial worker facilities, and connecting youth with domestic and international job opportunities.
Statewide Expansion of Bal Shramik Vidya Yojana
CM Yogi directed that the Bal Shramik Vidya Yojana, currently operational in 20 districts, be implemented across all 75 districts of Uttar Pradesh.
He emphasized that no child should be deprived of education due to financial constraints. Special drives will be conducted in child labour–affected areas to identify children, enroll them in schools, and ensure their rehabilitation.
The Chief Minister also instructed officials to design skill development programs in partnership with the private sector to provide vocational training for rescued children. Under the scheme, children aged 8 to 18 engaged in work are provided educational support and financial assistance.

Strengthening the ‘Seva Mitra’ Digital Service Platform
The Chief Minister reviewed the Seva Mitra system, calling it a modern model for employment generation and citizen services.
Currently, the platform operates through a mobile app, web portal, and call centre, connecting citizens with skilled service providers for household needs. The system has:
- 1,097 service providers
- 5,049 “Seva Mitras”
- 54,747 registered skilled workers
CM Yogi directed that the platform be further strengthened and expanded, including its use in government departments to ensure transparency and boost local employment opportunities.
Surge in Factory Registrations and Industrial Growth
The Chief Minister highlighted significant progress in industrial registrations and labour reforms.
Uttar Pradesh now has 32,583 registered factories, compared to 14,176 before 2017. Since then, 18,407 new factories have been registered, including 4,860 in FY 2025–26 alone.
The state has also been recognized as a top achiever in business reform implementation (BRAP) and has received awards for excellence in labour sector governance.
Modern Labour Facilitation Centres in Industrial Cities
CM Yogi directed the development of modern labour facilitation centres (“Labour Addas”) in all major industrial cities.
He stressed that these centres should not merely function as gathering points for workers but should provide structured facilities, support services, and improved working conditions. The government also plans to ensure safe and organized accommodation for migrant workers.
Industrial Training Institute and Hostel Planned in Kanpur
A major skill development initiative was announced for Kanpur, where an Industrial Worker Training Institute and hostel facility will be established.
The proposed institute in Vishnupuri will train 200 candidates in trades such as carpentry, electrical work, fitting, plumbing, painting, and construction. A separate hostel in Benajhabar will also accommodate 200 trainees.
The initiative aims to produce industry-ready skilled workers aligned with market demand.
Uttar Pradesh Employment Mission Driving Global Opportunities
The Uttar Pradesh Employment Mission, formed in July 2025, is actively working to provide job opportunities in India and abroad.
The mission has received a recruitment agency license from the Ministry of External Affairs, enabling international placements. So far:
- 27,555 youths selected through job fairs in cities like Lucknow, Gorakhpur, Varanasi, and Kanpur
- 2,300 youths placed in overseas jobs
The Chief Minister stressed that employment generation remains the government’s top priority.
Massive Scale of Job Fairs and Career Counselling
According to official data, the state conducted:
- 3,030 job fairs and campus placement drives
- 3,74,776 youth placed in employment opportunities
- 4,873 career counselling programs attended by 6,80,469 participants
CM Yogi directed that job fairs should be aligned with actual industry demand and youth skills rather than being routine formalities.
Expanding Global Job Opportunities for Uttar Pradesh Youth
The state is actively exploring employment opportunities in countries including Germany, Japan, and Slovakia.
Language training programs in Japanese, German, and English have also been initiated through formal agreements to prepare youth for international jobs.
The Chief Minister also instructed the development of a digital, AI-powered employment ecosystem, including smart job matching and online career counselling on the state employment portal.
Focus on a Digital and Transparent Employment Ecosystem
CM Yogi emphasized transforming the employment system into a modern digital platform with:
- AI-based job matching
- Online counselling services
- Integrated employment portals
- Greater transparency in recruitment processes
He reiterated that skilled youth from Uttar Pradesh have strong potential to compete in global job markets.
The directives reflect a comprehensive push by the Uttar Pradesh government to integrate welfare, skill development, digital governance, and global employment opportunities. The initiatives aim to strengthen the state’s workforce and position Uttar Pradesh as a major hub for skilled labour and industrial growth in the coming years.
