Lucknow: Uttar Pradesh is likely to witness a major top-level administrative reshuffle over the next few months, with five senior IAS officers of the state cadre, including one serving on deputation with the Centre, scheduled to retire between September 2026 and January 2027.
The impending retirements could have a significant bearing on the state’s administrative structure as several of the officers occupy multiple key positions, including charge of revenue, transport, agriculture, finance, infrastructure, industrial development and civil aviation.
The changes are also coming at a crucial time for Uttar Pradesh, with the state government preparing to take forward major investment proposals and the Assembly elections due in early 2027.
Archana Agarwal First to Retire
Among the senior-most officers due to retire is Archana Agarwal, IAS (1990), who is currently serving as Chairman, Board of Revenue, besides holding the charge of Additional Chief Secretary, Transport Department.
Agarwal is scheduled to superannuate on September 30, 2026.
Her retirement will leave two important administrative responsibilities open, potentially requiring the government to make fresh postings or additional-charge arrangements.

Deepak Kumar to Retire Next Month
Following Agarwal, Deepak Kumar, IAS (1990), is due to retire on October 31, 2026.
Kumar is the second-most senior officer on the Uttar Pradesh IAS seniority list after Chief Secretary Shashi Prakash Goyal.
He currently holds a wide range of critical responsibilities. Kumar is serving as:
- Agriculture Production Commissioner
- Infrastructure and Industrial Development Commissioner
- Additional Chief Secretary, Finance
- Additional Chief Secretary, Institutional Finance and Externally Aided Projects
- Chairman, Uttar Pradesh Expressways Industrial Development Authority (UPEIDA)
- Additional Chief Secretary, Civil Aviation
- Project Director, UP DASP
Given the breadth of his responsibilities, his retirement could result in significant changes in the state’s senior administrative hierarchy.
Amit Kumar Ghosh to Retire in December
Another senior officer, Amit Kumar Ghosh, IAS (1994), is scheduled to retire on December 31, 2026.
Ghosh is also among the senior officers of the Uttar Pradesh cadre whose impending superannuation could contribute to the broader reshuffle of the state’s senior bureaucracy.
Chief Secretary Shashi Prakash Goyal Due to Retire in January
The most senior officer of the Uttar Pradesh IAS cadre, Chief Secretary Shashi Prakash Goyal, IAS (1989), is due to retire in January 2027.
His retirement will come just months before the Uttar Pradesh Assembly elections, making the question of continuity at the top of the state bureaucracy particularly significant.
With the electoral process approaching, the government could face the need to make a crucial decision regarding the leadership of the state’s administrative machinery.
UP Cadre Officer on Central Deputation Also Set to Retire
Apart from the officers serving in Uttar Pradesh, another senior IAS officer belonging to the UP cadre is also scheduled to retire next month.
The officer is currently serving as Secretary, Heavy Industries, with the Union government.
Thus, within a period of roughly five months, the Uttar Pradesh cadre could see the retirement of five senior officers occupying important positions at the state and Centre.
Multiple Key Posts at Stake
The impending retirement of Archana Agarwal and Deepak Kumar assumes particular importance because both officers are holding more than one significant portfolio.
Agarwal’s responsibilities include the Board of Revenue and Transport Department, while Kumar is handling a much wider combination of economic, infrastructure and development-related departments.
The vacancies created by these retirements could therefore lead to either fresh appointments or redistribution of existing portfolios among serving senior IAS officers.
Such a redistribution could potentially set off a wider chain of transfers and postings among senior bureaucrats.
Will Government Seek Extensions?
One of the key questions now is whether the Uttar Pradesh government will seek an extension for any of the retiring officers.
The possibility assumes significance because the state is preparing to hold a ground-breaking ceremony to take forward investment proposals. Continuity among officers handling major economic and infrastructure departments could be considered important during this phase.
However, a senior officer pointed out that historically, no officer other than the Chief Secretary had been given an extension.
The officer said much could depend on Chief Minister Yogi Adityanath, who may consider seeking an extension for Deepak Kumar or alternatively assigning him a post-retirement position.
Chief Secretary’s Extension May Be Crucial Before 2027 Polls
The retirement of Shashi Prakash Goyal in January 2027 could be particularly significant because it would come shortly before the Uttar Pradesh Assembly elections.
According to the assessment shared by the senior officer, Goyal could be considered for an extension, given the proximity of the elections and the need for administrative continuity.
The government will therefore have to weigh several factors while deciding the future composition of the senior bureaucracy, particularly at a time when the state is simultaneously focusing on investment implementation and preparing for the electoral cycle.
Major Administrative Changes Likely Ahead
The impending retirements are expected to put several top-level posts under focus, including Revenue, Transport, Agriculture, Finance, Infrastructure and Industrial Development.
The government could make the changes in phases as individual officers reach their dates of superannuation rather than carrying out all appointments at once.
The reshuffle could also have a cascading effect, as the appointment of officers to vacant senior positions may create vacancies at other levels of the state administration.
