UP Speeds Up Land Acquisition for 27 Industrial Clusters Along Expressways

Uttar Pradesh is expediting land acquisition for 27 industrial and logistics clusters planned along five major expressway corridors across the state.

Lucknow: The Uttar Pradesh government has accelerated the process of acquiring around 25,000 hectares of land along major expressway corridors for the development of 27 Integrated Manufacturing and Logistics Clusters (IMLCs) across the state.

The initiative is aimed at creating dedicated industrial, logistics and warehousing hubs linked to Uttar Pradesh’s expressway network. The Uttar Pradesh Expressway Industrial Development Authority (UPEIDA) is coordinating the development of the clusters.

According to officials, district authorities have been asked to speed up the identification of land parcels required under the IMLC plan.

Land Acquisition Underway

UPEIDA has so far identified around 5,000 hectares for the proposed clusters, of which more than 4,250 hectares have already been acquired, according to the latest details reported on the initiative.

The IMLC programme covers multiple regions of Uttar Pradesh and is planned around five major expressway corridors.

Key Features of the IMLC Plan

  • 27 Integrated Manufacturing and Logistics Clusters are planned.
  • The clusters are spread across 26 districts.
  • They are being developed along five major expressways.
  • The proposed hubs will accommodate manufacturing, logistics and warehousing units.
  • Investors will have access to developed industrial plots and supporting infrastructure.
  • Industrial parks can also be developed through the public-private partnership (PPP) model.
  • The clusters are planned to integrate road, rail and air connectivity.

UPEIDA’s expression of interest document says the proposed clusters are intended to provide developed plots based on investor requirements and support the development of industrial parks and logistics facilities.

Five Expressway Corridors Covered

The proposed IMLCs are being developed along:

  • Ganga Expressway
  • Agra-Lucknow Expressway
  • Bundelkhand Expressway
  • Purvanchal Expressway
  • Gorakhpur Link Expressway

UPEIDA’s project document lists locations including Meerut, Hapur, Amroha, Sambhal, Budaun, Shahjahanpur, Hardoi, Unnao, Rae Bareli, Pratapgarh and Prayagraj along the Ganga Expressway; Firozabad, Etawah and Kannauj along the Agra-Lucknow Expressway; and several districts across the Bundelkhand, Purvanchal and Gorakhpur Link corridors.

IMLCs to Offer Industrial and Logistics Infrastructure

The proposed clusters are designed to bring manufacturing, logistics and warehousing activities together at strategically located nodes along expressways.

The UPEIDA plan provides for tailor-made industrial plots, bulk land options and infrastructure development, with private developers also being invited to participate through PPP models.

The clusters are expected to leverage Uttar Pradesh’s existing expressway network and regional industrial strengths, with the project document highlighting sectors ranging from agro-based industries and traditional manufacturing to logistics and warehousing.

Land Push Comes Ahead of GBC 5.0

The accelerated land acquisition comes as Uttar Pradesh prepares for its proposed fifth Ground Breaking Ceremony (GBC 5.0).

The state’s nodal investment agency, Invest UP, had lined up investment projects worth around ₹6 trillion for GBC 5.0 and is targeting a pipeline of approximately ₹8 trillion.

The IMLC programme was formally launched in July 2025, when the state announced the development of 27 clusters across 26 districts along five expressways.

The ongoing land acquisition is therefore the latest step in preparing sites for the planned industrial and logistics infrastructure under the IMLC framework.
