In a significant development within the Indian bureaucracy, Nidhi Tewari, a 2014 batch Indian Foreign Service (IFS) officer, has been appointed as the new Private Secretary (PS) to Prime Minister Narendra Modi. This high-profile appointment comes in the wake of her dedicated service in the Prime Minister’s Office (PMO), where she has worked in various capacities since 2022.

The announcement was made by the Department of Personnel and Training (DoPT) on March 29, confirming the decision by the Appointment Committee of the Cabinet (ACC).

A Distinguished Bureaucrat with International Expertis

Nidhi Tewari, a seasoned civil servant, hails from Varanasi, Prime Minister Modi’s parliamentary constituency. Ms Tewari, who secured the 96th rank in the UPSC Civil Services Examination – 2013, brings a wealth of experience to the prestigious role. Before joining the PMO, she had worked in the Ministry of External Affairs (MEA) in the Disarmament and International Security Affairs Division. Her extensive knowledge in international relations, particularly in the fields of foreign policy and security affairs, has been a key asset in her rise through the ranks.

Ms Tewari’s expertise in global diplomacy and security matters has proven invaluable during her time in the PMO. Serving as Deputy Secretary since January 6, 2023, after being promoted from her previous role as Under Secretary, she was instrumental in the ‘Foreign and Security’ vertical, reporting directly to National Security Advisor Ajit Doval. Her portfolio covered critical areas such as External Affairs, Atomic Energy, and Security Affairs, and also extended to state-level issues, including those concerning Rajasthan.

Her role in shaping India’s foreign policy has been especially vital during India’s G20 presidency, where she was actively involved in key diplomatic engagements and decision-making processes. Her work in security affairs has further cemented her reputation as a capable and skilled officer with a profound understanding of international relations.

From Varanasi to the PMO

Her connection to Prime Minister Modi’s constituency, Varanasi, adds an interesting layer to her career. Hailing from Mehmurganj, Varanasi, Tiwari’s appointment comes at a time when Modi has represented the constituency since 2014. Tiwari’s trajectory has been one of remarkable growth, as she transitioned from her earlier position as Assistant Commissioner (Commercial Tax) in Varanasi to joining the prestigious Indian Foreign Service.

Her dedication to public service is underscored by her rigorous preparation for the UPSC Civil Services Examination, which led her to a distinguished career in the Indian Foreign Service. Tewari’s consistent success and drive for excellence have paved the way for her appointment to the crucial role of Private Secretary to the Prime Minister.

A New Chapter in the PMO

Tewari’s appointment as Private Secretary is expected to bring continuity and fresh insights into the functioning of the PMO, especially given her prior experience within the office. The position, which holds immense responsibility in assisting the Prime Minister with day-to-day operations and key decisions, is a critical one. Tewari’s comprehensive understanding of policy, security issues, and foreign affairs, coupled with her work ethic, makes her well-suited for the role.

This appointment also marks the conclusion of the tenure of her predecessors, 2004 batch IFS Vivek Kumar and 2010 batch IAS officer of GUjarat cadre, Mr Hardik Satishchandra Shah, who had served as Private Secretaries to the Prime Minister. With Tewari taking over the position, there is expected to be a seamless transition and a continued focus on strengthening India’s domestic and international positions.

Looking Ahead

As Ms Tewari steps into her new role as Private Secretary to the Prime Minister, her broad expertise in both foreign relations and security affairs will be a valuable asset to the leadership of the country. Her appointment comes at a time when India is asserting its global influence, and her experience will be crucial in navigating the complex landscape of international diplomacy and domestic governance.

With her appointment, she joins the ranks of accomplished bureaucrats who have played pivotal roles in shaping India’s governance and foreign policy.
