New Delhi: The Appointments Committee of the Cabinet (ACC) has approved two significant personnel decisions involving the Ministry of Home Affairs (MHA) and the Ministry of Health and Family Welfare.
The approvals include the ex-post facto upgradation of a CISF post held by IPS officer Sonia Narang and the appointment of ITS officer Devendra Kumar Saini as the Chief Executive Officer (CEO) of the Central Mental Health Authority (CMHA), New Delhi.
Sonia Narang’s CISF Post Upgraded to IG Level
According to an order issued by the Department of Personnel and Training (DoPT) on July 27, 2026, the ACC approved the Ministry of Home Affairs’ proposal for the temporary upgradation of one post of Deputy Inspector General (DIG) in the Central Industrial Security Force (CISF) from Level-13A to the Inspector General (IG) level (Level-14).
The upgraded post was held by Sonia Narang (IPS:2002:Karnataka Cadre).

The order specifies that the upgradation was effective from September 15, 2025, the date on which Sonia Narang assumed charge of the post, and remained valid until October 3, 2025.
The approval was granted ex-post facto and was personal to the officer, meaning the upgradation applied specifically to her tenure and does not permanently upgrade the post.
Devendra Kumar Saini Appointed CEO of Central Mental Health Authority
In a separate order, the Competent Authority approved the appointment of Devendra Kumar Saini (ITS:2015) as Chief Executive Officer (Deputy Secretary level) of the Central Mental Health Authority (CMHA), New Delhi.
He has been appointed on deputation basis to the Non-Central Secretariat Service (Non-CSS) post under the Ministry of Health and Family Welfare.
The appointment has been made for a period of four years from the date of assuming charge, or until further orders, whichever is earlier.
The order also directs the concerned department to relieve the officer immediately so that he can take up his new assignment.

The Central Mental Health Authority (CMHA) functions under the Ministry of Health and Family Welfare and is responsible for implementing the provisions of the Mental Healthcare Act, 2017. The authority oversees registration, regulation, and quality standards of mental health establishments while promoting the rights and welfare of persons with mental illness across the country.
