Bhubaneswar: Odisha Chief Secretary Anu Garg, an IAS officer of 1991 batch, on Wednesday directed all government departments to ensure the timely completion of development projects and reform measures, stressing that effective coordination, technology-driven governance and regular monitoring are essential to realise the vision of Viksit Odisha.
Chairing the all-secretaries meeting at Lok Seva Bhawan, Garg said development initiatives must ultimately benefit people at the grassroots and called for greater collaboration among departments to improve governance and service delivery.
Focus on Time-Bound Implementation
During the meeting, the Chief Secretary emphasised that departments should work in close coordination and leverage technology to ensure projects are implemented within the prescribed timelines.
She underlined that timely execution and continuous monitoring are critical to achieving the state’s development objectives and ensuring that public welfare schemes reach intended beneficiaries efficiently.

Review of Ease of Doing Business 2.0 Reforms
The meeting reviewed the progress of administrative and legal reforms being implemented under the state’s Ease of Doing Business 2.0 initiative.
Additional Chief Secretary, Industries, Hemant Sharma, presented an update on the reform measures undertaken by various departments.
The review focused on several key initiatives, including:
- Simplification of approval and clearance processes.
- Elimination of unnecessary approval stages.
- Adoption of declaration-based systems.
- Implementation of the Jan Vishwas 2.0 Bill.
- Enhanced ease of doing business for Micro, Small and Medium Enterprises (MSMEs).
Ms Garg directed all departments to complete the pending reform measures within the stipulated timeframe to improve governance efficiency and promote investment.
Mission Shakti Highlights Women’s Economic Empowerment
Commissioner-cum-Secretary of the Mission Shakti Department, Mansi Nimbhal, presented success stories highlighting women’s economic empowerment through various government initiatives.
She showcased the achievements of the Subhadra–Lakhpati Didi programme, which has been promoting women’s financial independence through integrated skill development, livelihood generation and entrepreneurship.
Nimbhal also outlined the department’s upcoming roadmap aimed at further accelerating women’s economic growth through initiatives such as:
- Subhadra Shakti
- Udyogpati Didi
- Market linkage support
- E-commerce integration
- Producer groups
- Financial assistance
- Women entrepreneurship promotion
Greater Role for Self-Help Groups
The meeting also reviewed measures to increase the participation of Self-Help Groups (SHGs) in government programmes and service delivery.
Anu Garg advised all departments to broaden SHG engagement across sectors and ensure regular updating of information on the Digital Convergence Portal to facilitate better coordination, monitoring and implementation.
She reiterated that stronger institutional coordination, technology-enabled governance and timely execution of reforms would play a crucial role in achieving Odisha’s long-term development goals under the Viksit Odisha vision.
