New Delhi: More than 26 senior officers from 15 Central Public Sector Enterprises (CPSEs), along with experts from industry and academia, have come together at Gati Shakti Vishwavidyalaya (GSV) for the 4th Bharat CPSEs’ Consultative Conclave.
The three-day event, being held from September 24 to 26, focuses on excellence in project and asset management, with discussions covering PM Gati Shakti, the Unified Logistics Interface Platform (ULIP), multimodal connectivity, technology-driven asset management and global practices.
The conclave has been organised by the Capacity Building Commission (CBC) in collaboration with the Department of Public Enterprises (DPE), Ministry of Finance, with GSV serving as the Strategic Knowledge Partner.
CPSEs, Industry and Academia on One Platform
The conclave brings together senior officers from CPSEs working in infrastructure and construction, transportation, logistics and telecommunication services.
Experts from industry and academia, GSV faculty members, industry leaders, representatives of CBC and officials from Union ministries are also participating.
Instead of following a conventional lecture-based format, the programme is designed around practical challenges faced in project and asset management. The aim is to create a space where government organisations, industry and academic institutions can exchange experiences and discuss solutions.

Focus on Gati Shakti and Multimodal Connectivity
Transportation, logistics and infrastructure form the central themes of the fourth edition.
The discussions will cover areas such as PM Gati Shakti, ULIP, multimodal connectivity and technology-led asset management. These areas are increasingly relevant as infrastructure projects involve multiple modes of transport, digital systems and large public assets.
The conclave also places emphasis on global practices and practical learning that can be applied to project and asset management in India.
Mission Karmayogi Drives Capacity Building
The event has been convened under the Mission Karmayogi framework, which focuses on building capacity and improving the skills and capabilities of government officials.
The opening session included addresses by CBC Member (Administration) Dr Alka Mittal, GSV Vice Chancellor Prof. (Dr.) Manoj Choudhary and TRAI Chairman Anil Kumar Lahoti.
The programme also included a presentation on findings from a pre-event diagnostic survey. Former BHEL and CEL CMD Dr Nalin Shinghal has been appointed as the programme mentor for the event.
Conclave to Produce Knowledge and Reform Inputs
A key objective of the platform is to convert discussions and industry experiences into usable knowledge.
The organisers expect the conclave to generate knowledge briefs and documents that will contribute to a Bharat CPSE Compendium and an addressee-specific Reform Agenda.
The platform is also intended to encourage cross-learning among CPSEs, government ministries, industry and academia. These outputs could support evidence-based decision-making and future policy and institutional reforms in project and asset management.
Interactive Sessions Instead of Conventional Lectures
The remaining sessions of the three-day conclave will include thematic discussions and breakout sessions based on challenges identified by participating organisations.
The format is designed as an interactive capacity-building exercise, allowing participants to discuss practical issues rather than limiting the programme to classroom-style presentations.
The programme will also include experiential learning through visits to major infrastructure and project sites.
Participants are scheduled to visit the GSV Airbus Centre of Excellence, Sardar Sarovar Dam and the Statue of Unity at Kevadia.
Kshamta SANGAM Gets Its First Academic Partner
Another important development at the conclave was the pre-launch joint declaration for Kshamta SANGAM — Strategizing Atmanirbhar National Governance through Academia Mobilization.
The initiative is being developed jointly by CBC and GSV and aims to use the knowledge, expertise and innovations available within academic institutions for capacity building and evidence-based governance.
The proposed platform will seek to create a more systematic connection between academia, government and industry.
Gati Shakti Vishwavidyalaya has become the first academic institution to join the national initiative, according to the government. A formal national launch is expected in the coming weeks under Mission Karmayogi.
Connecting Infrastructure Knowledge With Governance
The Vadodara conclave comes at a time when large infrastructure projects increasingly require coordination across transport modes, technology systems, public agencies and private-sector participants.
By bringing CPSEs, government officials, industry experts and academic institutions together, the initiative is designed to create a stronger knowledge-sharing mechanism around these challenges.
The discussions on Gati Shakti, logistics, technology and asset management are therefore linked not only to individual projects but also to how public infrastructure is planned, implemented and managed over its lifecycle.
The Bharat CPSEs’ Consultative Conclave will continue until September 26, with the organisers looking to translate the discussions into knowledge resources and reform-oriented inputs. The proposed Kshamta SANGAM platform is expected to further expand the role of academic institutions in this capacity-building process.
