Patna: The Bihar government has announced a series of major initiatives to strengthen educational infrastructure and improve access to quality education for students belonging to the Backward Class (OBC) and Extremely Backward Class (EBC) communities. The announcements include the establishment of 101 new residential higher secondary schools, construction of Jananayak Karpoori hostels, recruitment of 927 teachers, and expansion of scholarship and skill development programs.
The announcements were made by Backward and Extremely Backward Class Welfare Minister Rama Nishad during a departmental press conference held at the Information Building in Patna on July 8.
Bihar to Establish 101 New Residential Higher Secondary Schools
The state government will establish 101 new residential +2 higher secondary schools across subdivision headquarters to improve educational opportunities for students from backward communities.
The new institutions will include:
- 720-bed capacity residential schools for boys
- 520-bed capacity residential schools for girls
At present, 39 residential schools for girls are operating at the district level. The new schools are expected to significantly expand access to quality education and residential facilities across Bihar.
New Jananayak Karpoori Hostels to Be Built Across Bihar
The government has also announced the construction of new Jananayak Karpoori Hostels to provide safe accommodation for students.
Under the plan:
- 100-bed hostels for girls will be built at the subdivision level.
- 100-bed hostels for boys will be established at the divisional level.
The Welfare Department has already initiated the process for implementing the project.
Currently, 38 Jananayak Karpoori Thakur Hostels are operational with a total capacity of 3,800 students, of which 2,962 students are enrolled.
Recruitment of 927 Teachers Through TRE-4
To strengthen teaching quality, the Bihar government will recruit 927 teachers for vacant positions in girls’ +2 higher secondary schools.
The appointments will be conducted through the Teacher Recruitment Examination (TRE-4), and the requisition has already been sent to the Bihar Public Service Commission (BPSC).
The recruitment is expected to improve academic standards and reduce teacher shortages in government schools.
Laptop Assistance Proposed for Girl Students
The Welfare Department has proposed financial assistance of up to ₹50,000 for laptops to support girls who have passed Class 12 and are pursuing professional courses.
The proposal covers students enrolled in:
- Police training
- Fire Services
- Technical and professional courses
The proposal has been submitted to both the Central and State Governments for approval.
UPSC, CLAT, NIFT and Overseas Education Support Planned
Under the Chief Minister Backward and Extremely Backward Class Abhyuday Scheme, the state government plans to provide financial assistance and coaching for students preparing for competitive examinations and higher education.
The proposed scheme will support students pursuing:
- UPSC Civil Services
- CLAT
- NIFT
- Higher education in foreign universities
The department is expected to submit the proposal shortly for implementation.
Government Plans 10 More OBC Sainik Schools
The Bihar government is also planning to establish 10 additional OBC Sainik Schools to provide quality education with a focus on discipline and leadership development.
In addition, an online grievance portal will soon be launched to improve transparency and facilitate faster resolution of complaints related to departmental services.
Over 1.10 Crore Students Benefited Under Scholarship Schemes
The Welfare Minister highlighted the success of the state’s scholarship programs during the financial year 2025–26.
Under the Chief Minister Pre-Matric Scholarship Scheme, 57.16 lakh students received financial assistance.
Similarly, under the Post-Matric Scholarship Scheme, 53.07 lakh students benefited from government support for higher education.
These initiatives aim to reduce financial barriers and encourage higher enrollment among students from backward communities.
Skill Development Programs Continue to Expand
The department also shared updates on its skill development initiatives.
Since 2017–18, a total of 5,413 trainees have received vocational skill training under the state’s Skill Development Training Scheme.
Currently, 370 trainees are undergoing training at nine skill development centres across Bihar.
The program is designed to improve employability and promote self-reliance among youth.
