How the Sanitary Pad Machine Dispute Began
The complainant was a beneficiary of the Bihar Udyami Yojana, which supports eligible entrepreneurs in setting up businesses. She purchased sanitary pad manufacturing machines through IndiaMART and paid the seller an advance of ₹3 lakh.
However, the seller allegedly supplied only part of the equipment. The remaining machines were not delivered, leaving the complainant without the complete set of equipment she had ordered.
The complainant repeatedly contacted the seller to resolve the matter. Despite receiving assurances, she did not receive the remaining machines. A legal notice also failed to secure full delivery, prompting her to seek relief from the consumer commission.
The commission’s order addresses the failure to complete the supply and the resulting financial and personal difficulties described in the complaint.
Why the Order Matters for Small Entrepreneurs
For entrepreneurs setting up small manufacturing units, machinery is often a major initial investment. Delays or incomplete deliveries can disrupt business plans, postpone operations and affect the opportunity to generate income.
This case highlights the importance of receiving the equipment promised in a purchase agreement, particularly when an entrepreneur has already paid a substantial advance. It also shows that consumers can approach the appropriate consumer commission when a seller fails to resolve a dispute through direct communication.
The ₹75,000 compensation ordered in this case covers the mental distress and loss of livelihood opportunities identified in the complaint. The additional refund, interest and litigation costs form part of the financial relief directed by the commission.
What Buyers Should Know Before Purchasing Machinery Online
Entrepreneurs purchasing machinery through online marketplaces can take practical steps to reduce the risk of disputes. Buyers should retain invoices, payment records, written quotations, delivery schedules and communications with sellers.
They should also confirm the exact equipment included in an order, the delivery timeline and the process for addressing incomplete supply. If a dispute arises, written complaints and legal notices can help document attempts to resolve the issue.
Online marketplaces can connect buyers with suppliers, but buyers should carefully verify the seller, payment terms and product specifications before making large advance payments. When direct resolution fails, consumers may seek legal remedies through the appropriate forum.
A Reminder on Consumer Rights and Business Protection
The Patna commission’s order offers relief to a beneficiary who alleged that incomplete delivery of machinery affected her plans to establish a business. By directing a refund with interest, compensation and litigation costs, the commission has addressed the financial consequences presented in the case.
For small entrepreneurs, consumer protection is closely linked to the ability to invest in equipment and pursue livelihood opportunities with greater confidence. The case underlines the importance of fulfilling supply commitments and resolving consumer complaints fairly.
